An Essex County police chief will not face criminal charges after he was accused of embezzlement and fraud.
Jeffrey Noyes is the police chief in Canaan and Brighton. Before that he was a member of the Essex County Sheriff's Department. A member of that department accused him of using a computer software program that was purchased by the sheriff's department for its use. Noyes was even issued a citation for a felony charge of converting property belonging to a state or municipal corporation to his own use. But a judge said there was no probable cause to prove Noyes was using the computer for personal use.
