Montpelier, Vermont - July 9, 2009
A Barre man with a disturbing past is behind bars for allegedly assaulting a teenage girl.
Montpelier Police say they arrested 18-year-old Nicholas Kelley on Wednesday, following an investigation into allegations that he'd had sex with a 14-year-old girl. Police already considered Kelley a person of interest because of his suspicious behavior. He was seen hanging around the Main Street Middle School and the Kellogg-Hubbard Library. When interrogated, he told police he was waiting for his sister. Investigators soon learned that Kelley doesn't have any relatives in the Montpelier Public School system.
Police say Kelley informed them that he is a convicted felon; he sexually assaulted a young child in South Carolina. However, he's not a registered sex offender; the law does not require him to register in Vermont. He also informed police that he was a gang member while living in South Carolina and made several statements regarding handguns he owns. Kelley was arraigned Wednesday for Sexual Assault of a Minor. He's being held for lack of bail.
