After over a decade of planning a costly upgrade to Vermont's major east-west corridor has hit a road block.
The $5-to-$10 million project would repair and widen portions of Route 2 between Cabot and Danville. The first phase was set to start next summer but environmental regulators rejected the Agency of Transportation's proposal to mitigate the project's impact on nearby wetlands.
Under state law, developers seeking Act 250 permits can only destroy wetlands if they create new ones elsewhere. The problem is that VTRANS bought an old gravel pit in East Montpelier over 10 years ago. It has since become a pond and is now classified as wetlands. VTRANS officials now say construction won't start until 2011 at the earliest.
