A Vermont woman who stole money from the government for over two decades will not go to prison.
Anne Shea, 65, of Wilmington, pleaded guilty to cashing her dead mother's retirement checks for 23 years.
Because of her age and health problems, the judge sentenced Shea to three years of probation. She also must pay $235,000 in restitution.
