Watertown, New York - November 4, 2009

New York's 23rd District race ended well before all the ballots were counted.

The Watertown Daily Times is reporting problems in St. Lawrence County with the new scanners that read ballots. St. Lawrence County accounts for 17 percent of the total votes in the district.

Also, some 5,800 absentee ballots have still not been counted.
