An Essex woman is getting a present from Governor Jim Douglas.
Douglas has given Norma Jeanne Kilburn a gubernatorial pardon.
This is the first time Douglas has issued a pardon.
Douglas declined to talk specifically about why he pardoned Kilburn. But he gave us his reasons why he has only granted one pardon since he took office two years ago.
"I do not believe that it ought to be granted just simply because someone has not committed further crimes..free of an upright life for sometime. We expect people to reform, We expect them to do better and not return to a life of crime. It has to be saved for those situations that are extraordinary whether there was a miscarriage of justice or a penalty that does not fit the crime where situations are quite unique," says Gov. Jim Douglas, R-Vermont.
According to the Governor's office, Kilburn was convicted of simple assault in 1984. But after this pardon, her record will be wiped clean.
