It is now up to prosecutors to decide if a West Rutland couple should be charged for a recent staph infection outbreak.
Three people were sickened with MRSA, after getting tattoos. One required hospitalization.
Court papers say Michael and Tiffany Mills ran the unlicensed business out of their Proctor Street home. State health officials say they confiscated a large amount of tattoo equipment from the home.
Health officials have concluded their investigation and turned it over to prosecutors, who will decide whether to file charges.
