Gov. Jim Douglas, R-Vermont, says the Corrections Department made a mistake when it supported early probation release for Brooke Bennett's uncle-- who is now charged with kidnapping her.
In 2006, Michael Jacques was released seven years early from probation for raping and kidnapping a teenager in Rutland in 1992.
Governor Douglas has asked the Corrections Commissioner for an overhaul on how decisions are made, so it's not just one or two people making a recommendation.
Douglas' office has gotten 450 calls on the Bennett case, with many urging for tougher penalties for sex crimes.
Douglas today said all options should be looked at, including a 25-year minimum prison sentence for convicted child sex offenders, the death penalty, and even chemical castration.
"I don't think we should jump to a conclusion on a particular outcome now but we ought to have all the ideas on the table and it's clear to me we need to be tougher then we are, that was a message from the family and friends and the community I saw yesterday in Randolph-- we need to do more," said Douglas.
Democratic House Speaker Gaye Symington says this situation is tragic and the legislature supports looking into any laws that apply.
