Vermont Teacher Denies Federal Charges Alleging Students Molested

Burlington, Vermont -- September 28, 2007

A Vermont school teacher already facing state charges alleging sexual abuse of two students has been hit with related federal charges.

Tinted windows kept school teacher Richard Foster hidden from view as US Marshals whisked him into Burlington's federal courthouse.

The 51-year-old  Bradford Elementary school teacher's federal was brought to federal court two weeks  after the state charged him with sexually abusing two 12-year-old boys who had been his students. Police say he did not abuse the boys at school , but at his home, and he even made a porn tape with one of the boys that proves it.

Foster denied the state charges. He was released on bail until the next day when police say he attempted to kill himself by slashing his wrists.He was hospitalized until this week when he was indicted on federal charges. At the Friday hearing  both forearms were heavily bandaged from his suicide attempt.  In response to a series of questionings by the federal magistrate, Foster  indicated he had been under a psychiatrist's care but he was clear-headed. Foster then pled not guilty to a two-count federal indictment. 

"Count one of the indictment charges him with the production of child pornography. And count two of the indictment seeks forfeiture of his residence in Bradford under the theory that it was used to facilitate the production of child pornography," said Tom Anderson, U.S. Attorney For Vermont .

Authorities say Foster's computers and electronic devices have been seized to determine if there are other victims.

"Suffice it to say that investigation is on-going and is vigorous at this point," Anderson added.  

After the hearing Foster was returned to jail to be held pending trial on the federal charges that carry a mandatory minimum of 15 years in prison and the state charges that could bring  life behind bars.
