WHAT I DID SAY I THOUGHT WE
COULD SAY $26 MILLION A YEAR
BECAUSE OF THE HEALTH CARE
EXCHANGE PROPOSAL THAT CAME
FORTH, BECAUSE OF CHANGES IN
TEACHER HEALTH CARE.
SO IF WE ALL GET ON THE SAME
PAGE AND ALL HAD THE SAME PLAN,
WE COULD SAVE $26 MILLION A
YEAR.
NOW WE JUST HAD A COMMISSION
THAT WAS PART OF THE NEGOTIATION
WITH THE LEGISLATURE, THE
COMMISSION CAME BACK IN FAVOR OF
THAT PROPOSAL.

PEOPLE ON THAT COMMISSION?
>> WELL, THAT WAS A NEGOTIATION
-- I PICKED SOME OF THE MEMBERS
OF THE TEAM.
BUT THEY HAD THEIR PICK AS WELL.
THIS WAS PART OF OUR
NEGOTIATION.
THESE ARE ALL VERY GOOD PEOPLE,
VERY WELL LEARNED AND WELL
SUITED FOR THAT POSITION.
WE'LL SEE WHAT THE LEGISLATURE
DOES ON THIS.
BUT WE HAVE SOME PROBLEMS IN
SPENDING IN EDUCATION.
SO SPENDING $1.6 BILLION A YEAR
TO EDUCATE FEWER THAN 80,000
STUDENTS IS A PROBLEM.

STUDENT RATIO, THIS IS ALSO
UNPOPULAR AMONG SOME EDUCATORS.
WILL YOU CONTINUE ON THIS

SO WE HAVE LESS THAN 80,000
STUDENTS.
THAT'S 30,000 FEWER STUDENTS
THAN IT WAS 25 YEARS AGO.
WE'RE SPENDING $1.6 BILLION TO
DO SO.
WE HAVE A STUDENT-TO-STAFF RATIO
OF FOUR TO ONE RIGHT NOW,
MEANING WE HAVE FOUR STUDENTS
FOR EVERY STAFF MEMBER, NOW THAT
INCLUDES CAFETERIA WORKERS, BUS
DRIVERS, CUSTODIAL ALL TOGETHER.
IF WE WENT TO FIVE TO ONE, WE
COULD MAGICALLY GO TO FIVE TO
ONE, WHICH I'M NOT SAYING WE CAN
DO, IF WE COULD, WE'D SAVE
$100 MILLION AND WE'D STILL BE
THE LOWEST IN THE NATION.
WE USED TO BE SIX TO ONE.
NEW HAMPSHIRE IS SIX TO ONE.
NOW WE'RE FACING AGAIN A
SHORTFALL OF ABOUT $70 MILLION
IN EDUCATION FUNDS.
WE HAVE TO FIND OTHER WAYS TO
SAVE MONEY IN ORDER TO GIVE
THOSE THE MONEY -- FIND THE WAY
TO BEST SERVE THE STUDENT.

HAVE YOU CONCRETELY DONE TO
ALLEVIATE THE TAX BURDEN
HOMEOWNERS FEEL IN THIS STATE?
>> WELL, WE DIDN'T RAISE
PROPERTY TAXES LAST YEAR.
I THOUGHT THAT WAS A PRETTY GOOD
WAY OF DOING THINGS.
WE ALSO PRESENTED A BUDGET, WE
PASSED A BUDGET, DIDN'T RAISE
TAXES AND FEES.
I SAID ON THE FIRST DAY IN
OFFICE, WE ISSUED AN EXECUTIVE
ORDER TO MY ADMINISTRATION,
GIVING THE GUIDELINES FOR WHAT I
THINK WE SHOULD BE DOING.
MAKING VERMONT MORE AFFORDABLE,
GROWING THE ECONOMY, AND
PROTECTING THE MOST VULNERABLE.
THOSE ARE THE GUIDE POSTS FOR
EVERYTHING THAT WE DO AND THAT'S
WHAT WE'RE GOING TO ADHERE TO.

THAT EQUITY AND LOOKING TO SEE
IF ANY HEALTH PERFORM
OPPORTUNITIES, BECAUSE THE
GOVERNOR'S PLAN JUST PICKS, YOU
KNOW, RATHER THAN -- IT'S KIND
OF A SHUFFLE, LIKE RATHER THAN
IT BEING PAID FOR HERE, IT GETS
PAID FOR HERE.

STANDS, YOU DON'T SUPPORT IT?
>> I THINK JUST FLAT OUT MOVING
IT WITH NO REAL REFORM IN THERE,

STRUGGLING TO FIGURE OUT EXACTLY
HOW THAT WORKS AND WE'RE ALSO
FINDING THAT THE STATEHOUSE IS
NOT A LOT DIFFERENT THAN MANY
OTHER LARGE EMPLOYERS.
BUT IT IS VERY IMPORTANT TO ME
TO UPDATE OUR REPORTING
PROCEDURES AND OUR -- AND THE
CONSEQUENCES TO REALLY THE GOLD
STANDARD.

WE ALSO HAVE TO BE MINDFUL OF
THE OPPORTUNITY FOR SAVINGS
THROUGH ACT 64, WHICH WAS THE

YEAR AGO, PROVIDES A
CONFIDENTIAL PROCESS LARGELY TO
PROTECT PEOPLE WHO COME FORWARD
WITH COMPLAINTS.
AND SO THE CURRENT POLICIES HAVE
A PROCESS BY WHICH A SENATE
PANEL REVIEWS A COMPLAINT AND
DECIDES WHETHER IT HAS MERIT OR
NOT.
AND ALL THAT ACTIVITY UNDER THE
CURRENT POLICY IS CONFIDENTIAL.
SO IN THIS CASE, THE PANEL MET
AND FIELDED A COMPLAINT AND
THERE WAS NO PUBLIC ACTION OR
DISCIPLINE AS A RESULT OF THAT.
AND AS SOMEONE WHO DOESN'T SIT

SENSITIVE TO THOSE PEOPLE WHO WE

TO TELL THEIR STORIES SO THAT
KIND OF BEHAVIOR WON'T CONTINUE.

SO WE WILL CERTAINLY CONSIDER
THE PROPOSALS WITH OPEN MIND.
AND TREAT IT WITH THE
SERIOUSNESS THAT IT DESERVES. 12
INTERESTINGLY IT'S A POLICY
WHERE I CAN SEE THE TEACHERS
THEMSELVES ADVOCATING FOR A
STATEWIDE BENEFIT, BECAUSE IT
MIGHT LIFT THE AVERAGE BENEFIT
FOR TEACHERS.
IT'S NOT SO MUCH CLEARLY A
QUESTION OF SAVING MONEY, BUT IT
MIGHT CREATE A SIMPLER PLATFORM
MOVING FORWARD.

CONDONING HEROIN AND OTHER FORMS
OF EXTRA VENOUS USE.
