New York Congressional candidate Doug Hoffman has conceded again.
Hoffman lost to Democrat Bill Owens in the special election for the 23rd district seat earlier this month. Last week, with thousands of absentee ballots still to be counted, Hoffman rescinded his concession.
But today the final votes were tallied and Hoffman acknowledge his defeat. He says he will not ask for a recount.
