Vermont is picking up the pace of storm water regulation.
Last week the state began requiring property owners to get permits if they live in watersheds that don't meet water-quality standards. A permit could require property owners to make improvements, like installing grassy areas to absorb runoff from paved area, or building a holding pond for storm water.
The efforts are meant to curb pollution from runoff which can contain oil and other toxic substances.
