A Rutland man on death row for kidnapping and murder has lost another chance to appeal.
Twenty-nine-year-old Donald Fell was sentenced to death in 2005 for the 2000 abduction and slaying of 53-year-old Terry King of North Clarendon. In 2008, a federal appeals court upheld the sentence, and last year a panel also upheld the sentence.
Fell's lawyers recently petitioned the U.S. Supreme Court to hear his appeal, but on Monday they decided not to hear it.
