>> GOOD MORNING, EVERYONE. OUR NEWSMAKER THIS SUNDAY IS LIEUTENANT GOVERNOR PHIL SCOTTMENT WE'LL TALK ABOUT THE RECENT LEGISLATIVE SESSION, THE VICTORIES, THE FAILURES.

>> THANK YOU FOR HAVING ME ON.

>> THE SESSION HAS RECENTLY ADJOURNED, I'M SURE YOU'VE HAD A CHANCE TO REFLECT. WHEN THE GOVERNOR TALKED TO LAWMAKERS, HE PRAISED THEM. DO YOU THINK THE SESSION WAS A SUCCESS FOR VERMONTERS?

>> WELL, I THINK WE DID ACCOMPLISH A NUMBER OF DIFFERENT THINGS. I THINK GOING INTO THE SESSION, HAD TO, THE FIRST END OF THE BIENNIUM, YOU HAD TO TAKE INTO ACCOUNT WE HAD A LOT OF NEW FACES, BEING A NEW GOVERNOR, NEW LIEUTENANT GOVERNOR, SIX NEW FACES IN THE SENATE, AND THE HOUSE AS WELL, SO WHEN YOU PUT ALL THAT TOGETHER, IT MAKES FOR A HUGE LEARNING CURVE, AND I THOUGHT THAT IN THE END IT ENDED MAYBE NOT AS DRAMATICALLY AS IT COULD HAVE, BUT I THINK THERE WAS SOME GOOD THINGS PASSED, ESPECIALLY WITH IRENE, THAT TOOK OVER IN THE SECOND HALF.

>> SOUNDS LIKE YOU'RE MAKING A CASE THAT A DEMOCRATIC GOVERNOR AND DEMOCRATIC LEADERSHIP WORKS WELL.

>> I WOULDN'T GO SO FAR AS TO SAY THAT, BUT I THINK IRENE TEMPERED THINGS. I THINK WHEN WE ALL CAME BACK INTO THE SECOND HALF OF THE BIENNIUM, THERE WAS A DIFFERENT MOOD MAYBE, THAT WE KNEW WE HAD A TOUGH ROAD AHEAD, AND THAT WE HAD A LOT OF THINGS TO DO, AND WE HAD TO SPEND MONEY APPROPRIATELY. SO I DON'T THINK IT WAS ABOUT MONEY AS MUCH AS AS IT WAS ABOUT CERTAIN POLICY ISSUES THAT SEEMED TO DRIVE THE DISCUSSION, DIFFERENT SOCIAL ISSUES, AND SO FORTH, AND SOME SURPRISES AS WELL. SO THE MONEY PART -- I THINK EVERYONE PUT THEIR BEST FOOD FORWARD AND DID WHAT WAS NEEDED IN DOING SOMETHING WITH THE WATERBURY COMPLEX, THE STATE HOSPITAL, AND THE ROADS.

>> THE COLLABORATION ON IRENE -- THAT ASIDE, THERE WERE SOME REALLY HOT BUTTONS, SOME CONTROVERSIAL ISSUES THIS YEAR IN THE LEGISLATURE, YOU KNOW, CHILDCARE WORKERS WANTING TO HAVE BARGAINING RIGHTS, IMMUNIZATION. WHY DO YOU THINK THAT THESE ISSUES -- AND DEATH WITH DIGNITY OR DOCTOR-ASSISTED SUICIDE DEPENDING ON WHERE YOU STAND ON THAT. WHY DO YOU THINK THOSE ISSUES WERE SO HEATED AND BROUGHT BACK UP AGAIN THIS YEAR?

>> WELL, AGAIN, I THINK THAT BECAUSE -- BECAUSE WE WEREN'T NEGOTIATING AS MUCH ABOUT MONEY, THAT WHEN THAT WAS PUT ASIDE, IT LEFT ENOUGH ROOM FOR THE OTHER ISSUES TO COME UP. AND THEY HAD BEEN BREWING FOR QUITE SOME TIME, FOR A NUMBER OF YEARS, IN DIFFERENT WAYS. THE DEATH WITH DIGNITY, I THINK THE IMMUNIZATION HAS BEEN MORE THAN A COUPLE OF YEARS. AND WHEN YOU HAVE A GOVERNOR THAT CAME IN THAT PROBABLY CAMPAIGNED ON SOME OF THOSE ISSUES, THEY CAME TO THE FOREFRONT, AND I THINK THE EXPECTATION WAS HIGH FOR THE SUPPORTERS OF THOSE CONCEPTS THAT THEY WERE GOING TO GET THROUGH. BUT WHAT THEY DIDN'T MAYBE TAKE INTO ACCOUNT WAS THE LEGISLATURE DOES HAVE THEIR VIEWS, AND IT'S NOT ALL ABOUT THE GOVERNOR, AND SO I THINK THEY WEIGHED IN.

>> YOU PRESIDE OVER THE SENATE AS LIEUTENANT GOVERNOR. WHAT WAS YOUR VIEW OF HOW THE SENATE RAN THE SESSION?

>> I THINK -- IT LOOKED MESSY AT TIMES, BUT I THINK THAT WAS BECAUSE SOMETIMES DEMOCRACY IS MESSY. I THINK EVERYONE -- WE HAVE A LOT OF NEW MEMBERS, AND THE NEW MEMBERS WEREN'T EXACTLY WALLFLOWERS; THEY HAD A VOICE, THEY HAVE BEEN IN DIFFERENT POSITIONS IN THEIR PREVIOUS LIVES, AND THEY WANTED TO BE HEARD, AND THEY WERE HEARD. AND SO WHEN -- AND THE LIFE EXPERIENCE AS TO HOW PROCEDURE, WHAT HAPPENS AND HOW YOU PRESENT THINGS, WHEN ALL THAT GETS PUT TOGETHER, IT WAS LIKE THE PERFECT STORM. AND I THINK, AGAIN, WITH THE PROTEM BEING NEW, THE SECRETARY OF THE SENATE BEING NEW, WE WERE TESTED, AND FROM THE STANDPOINT OF WHAT LEGISLATION MOVED FORWARD. I THOUGHT THE PROTEM DID A REMARKABLE JOB WITH WHAT HE HAD. IT WAS A REMARKABLE LEARNING CURVE FOR ALL OF US, BUT CONSIDERING WHAT HE HAD TO WORK WITH, HE DID REMARKABLY WELL.

>> SOMEONE I TALKED TO, DICK MAZA, TALKED ABOUT THE DECLINE IN DECORUM, AND THAT HE WAS FRUSTRATED AT TIMES WITH THE TONE AND HOW THINGS WERE TALKED ABOUT ON THE FLOOR. DID THAT BOTHER YOU?

>> IT DID, AND THERE WAS A CERTAIN POINT WHERE, TOWARDS THE END OF THE SESSION, I AM WHA BROKE AND CALLED -- I SOMEWHAT BROKE AND CALLED FOR DECORUM AND THAT WE HAD TO RESPECT EACH OTHER, WE'RE VERMONTERS FIRST, AND WE SHOULD TREAT EACH OTHER BETTER.

>> WHAT WAS THE SITUATION?

>> JUST A NUMBER OF DIFFERENT SITUATIONS DURING THE WEEK PREVIOUS TO THAT, WHERE PEOPLE WERE STAND UP AND TALK AT THE SAME TIME AND VOICE CONCERN, AND ALMOST POINT OUT WHO THE PERSON WAS, AND, YOU KNOW, WE CAN HAVE DIALOGUE, WE CAN HAVE DISCUSSION, WE CAN DISAGREE, BUT IN THE END, WE OWE IT TO OUR CONSTITUENTS, TO VERMONTERS, TO DO IT IN A RESPECTFUL AND CIVIL WAY, IF WE WANT TO HAVE RESPECT, IF WE WANT TO CHANGE THE TONE. WE COMPLAIN ABOUT WHAT HAPPENS IN D.C., ABOUT NOTHING GETTING ALONG AND NOBODY BEING ABLE TO COME TO SOME AGREEMENT BECAUSE OF THE PARTISANSHIP, I THINK YOU START ACTING ACORDINGLY RIGHT THERE AT HOME WITH YOURSELF. I TALKED ABOUT THAT, AND SOME OTHER ISSUES, AND I THINK IT HELPED A LITTLE BIT.

>> WE'RE TALKING ABOUT WHAT HAPPENS WITHIN THE SENATE, BUT IF YOU'RE AT HOME, YOU DON'T FOLLOW EVERYTHING DAY TO DAY, DOES IT MATTER IF THERE IS DECORUM? PLAYING THE OTHER SIDE HERE, SHOULDN'T THESE NEW MEMBERS TALK AS LONG AS THEY WANT, BOG DOWN THE PROCESS IF THAT'S WHAT NEEDS TO HAPPEN? IF YOU'RE AT HOME, WHY DOES THIS MATTER?

>> THERE, AGAIN, I THINK IT HAS TO BE DONE IN A CERTAIN WAY. THERE ARE RULES IN EVERYDAY LIVES WE HAVE TO FOLLOW. THERE'S RULES OF DECORUM, RULES OF PROCEDURE, RULES AS TO WHO CAN TALK AND WHEN, AND HOW THINGS ARE DONE. SO I THINK -- MY ARGUMENT WOULD BE THAT IF WE WANT THINGS TO RUN EFFICIENTLY, IF WE WANT TO HAVE A CITIZENS LEGISLATURE THAT CAN BRING IN PEOPLE FROM ALL WALKS OF LIFE AND THAT COME IN AND BRING THEIR VIEWS AND BE HEARD, THEN I THINK WE HAVE TO DO SO EFFICIENTLY, AND I THINK WE HAVE TO KEEP THE LENGTH OF THE SESSION IN MIND, AND WHEN WE GET BOGGED DOWN, IF WE START GOING LATER AND LATER, I THINK THAT THAT DISCOURAGES NEW MEMBERS, IT DISCOURAGES PEOPLE FROM RUNNING, DISCOURAGING PEOPLE FROM GETTING INVOLVED. I WOULD ARGUE THAT WE NEED AN EFFICIENT PROCESS, AND WE CAN DO SO WITHOUT THE LECTURES AND WITHOUT THE GRANDSTANDING.

>> WAS IS SIMPLY NEW MEMBERS, OR DO YOU THINK THERE WAS A LACK OF LEADERSHIP, ESPECIALLY GIVEN SO MANY NEW MEMBERS IN THE SENATE?

>> I DON'T BELIEVE THERE WAS A LACK OF LEADERSHIP. I THINK THAT THERE WAS, AGAIN, A BIT OF A PERFECT STORM. IT WAS JUST A LOT OF EXPECTATIONS ABOUT PASSED AND WHAT WOULDN'T. WHEN YOU LOOK AT THE NEW CAST OF CHARACTERS IN THE SENATE, SO TO SPEAK, THEY WERE INTERESTING, HAD INTERESTING BACKGROUNDS, AND EACH AND EVERY ONE OF THEM WAS PERFECTLY WILLING TO STAND TOE-TO-TOE TO HAVE THEIR VOICES HEARD, AND AGAIN, WHEN YOU DON'T NECESSARILY UNDERSTAND ALL THE PROCEDURES AS WELL -- I WAS -- I THINK SENATOR DOYLE HAD MENTIONED THERE WAS A RECORD NUMBER OF POINTS OF ORDER BROUGHT, AND THAT'S ABOUT PROCEDURE AND THE RULES OF THE SENATE, SO TO SPEAK, BROUGHT UP THAT I HAD TO RULE ON, AND, IN MY TEN YEARS IN THE SENATE, I DON'T THINK I HAD -- WE HAD MORE THAN 15 OR 20 TOTAL IN TEN YEARS, AND SENATOR DOYLE, I THINK, MENTIONED THAT THERE WERE 85 IN TWO YEARS.

>> AND DURING THAT TIME, NOW-GOVERNOR SHUMLIN WAS SENATOR PRESIDENT PRO TEM, DID THINGS RUN MORE SMOOTHLY WHEN HE WAS THERE, AND WOULD THEY HAVE RUN MORE SMOOTHLY IF HE WERE STILL THERE?

>> THEY MAY HAVE RUN A LITTLE MORE SMOOTHLY JUST BECAUSE HE WAS SO EXPERIENCED, BUT I THINK HE WOULD HAVE HAD A HICCUP OR TWO AS WELL. I DON'T THINK IT MATTERED WHO WAS IN THE CONTROL STATION AT THAT POINT. THINGS WERE GOING TO GET INTERESTING.

>> LET'S TALK A LITTLE BIT ABOUT CAMPAIGN SEASON. ARE YOU RUNNING AGAIN?

>> I AM RUNNING AGAIN.

>> AND, YOU KNOW, WHAT DO YOU THINK YOU BRING NOW THAT YOU'VE HAD TWO YEARS ON THE JOB, AND ARE YOU EXPECTING A CHALLENGER, BECAUSE WE HAVEN'T HAD ANYONE COME FORWARD YET.

>> I'VE HEARD RUMORS THAT THERE IS SOMEONE WHO IS INTERESTED IN RUNNING.

>> WHO IS INTERESTED IN RUNNING?

>> WELL, I HATE TO SAY, BECAUSE I'M NOT SURE IF THEY WANT TO PUBLIC, BUT IT WAS A FORMER REPRESENTATIVE FROM THE CHITTENDEN COUNTY AREA, BUT I ALSO SPOKE WITH MARGE POWERS IN THE GROCERY STORE THE OTHER NIGHT, AND SHE'S RUNNING, SO THERE WILL BE AT LEAST ONE OTHER CANDIDATE TO RUN. SO I THINK THAT, AGAIN, WITH MY -- I'M NOT SURE THAT I WOULD DO ANYTHING A WHOLE LOT DIFFERENTLY THAN I DID. I STILL TRY TO STAY IN TOUCH WITH PEOPLE, WE TRY IN OUR OFFICE MY CHIEF OF STAFF HELPING ME OUT.

>> YOUR ONLY STAFF; RIGHT?

>> THAT'S ANOTHER POINT. [ LAUGHTER ] BUT WE TRY TO STEER PEOPLE IN THE RIGHT DIRECTION, WE GET A LOT OF CALLS ABOUT PEOPLE HAVING TROUBLE WITH THE BUREAUCRACY, AND WE DO OUR BEST TO POIN THEM IN THE RIGHT DIRECTION. I THINK WE WORK A LOT FROM THAT STANDPOINT, AND I MAY NOT BE THE MOST DYNAMIC, BUT I THINK I CONTINUE TO DO WHAT I SAY AND SAY WHAT I MEAN.

>> AS YOU WELL KNOW, YOU ARE THE HIGHEST RANKING REPUBLICAN IN THE STATE, THERE'S NOT MANY ELECTED STATEWIDE REPUBLICANS AT THIS POINT. DO YOU HAVE YOUR EYES ON THE GOVERNOR'S SEAT?

>> I GET ASKED THAT ALL THE TIME, AND I ANSWER IT PROBABLY THE SAME WAY.

>> YOU CAN ANSWER IT DIFFERENTLY HERE.

>> I'M PRETTY HAPPY DOING WHAT I'M DOING. I THINK MY DISPOSITION AND THE WAY I LOOK AT THINGS SUITS ME WELL FOR THE LIEUTENANT GOVERNOR'S POSITION, AND I'M PERFECTLY HAPPY DOING THAT.

>> YOU WOULD NEVER RUN FOR GOVERNOR?

>> I DIDN'T SAY THAT. WE'LL SEE WHAT HAPPENS.

>> YOU LAUNCHED A MASSIVE EFFORT TO HELP THE FOLKS WHO MADE, ARGUABLY, SUFFERED THE MOST, AND THOSE ARE THE FOLKS IN MOBILE HOMES. WHERE ARE WE WITH RESTORING, REPAIRING, GETTING PEOPLE BACK IN THEIR HOMES?

>> WE STILL HAVE A NUMBER OF PEOPLE WHO ARE DISPLACED. I THINK THAT'S THE MESSAGE I KEEP WANTING TO BRING, THAT THIS ISN'T OVER, THE RECOVERY'S NOT OVER. WHEN I SPOKE TO A GROUP OF FEDERAL OFFICIALS, THEY'RE ON THE FRONT LINES AS WELL IN THEIR EVERYDAY JOBS, SO WHEN THE FLASH OF IRENE IS OVER, THEY STILL HAVE TO HELP THEIR CONSTITUENTS, AND THOSE ARE OUR CONSTITUENTS, AND THERE ARE A NUMBER THAT STILL NEED OUR HELP. THE LONG-TERM RECOVERY EFFORT IS ALIVE AND WELL, BUT WE CAN'T FORGET THAT WE STILL HAVE A LOT OF WORK TO DO.

>> CAN YOU POINT TO HOW MANY PEOPLE HAVE HAD THEIR HOMES REPLACED OR ARE BACK IN PERMANENT SITUATIONS?

>> I CAN ONLY SPEAK TO, LIKE, THE ONE PARK, THE PARK IN BERLIN, AND THERE WERE 80 OR 90 HOMES THAT WERE BEYOND REPAIR THAT HAD TO BE DISPOSED OF, AND I WAS TALKING WITH THE OWNER, PACK ARD, ABOUT THAT THE OTHER DAY, AND I THINK THERE WAS 25 TO 30% RETURN. THEY ARE SLOWLY BUT SURELY MOVING FORWARD, PEOPLE ARE STARTING TO MOVE BACK IN, BUT A WAYS TO GO.

>> THIS IS A DEVELOPING STORY THAT WE'RE LEARNING ABOUT AS WE'RE TAPING ON WEDNESDAY, BUT THERE WAS A BIG PRESS CONFERENCE THAT THE GOVERNOR WAS AT, YOU WERE AT, AN EFFORT TO RAISE MONEY FOR IRENE VICTIMS, A PROGRAM THE GOVERNOR HERALDED IN THE BEGINNING, AND THE PRESS CONFERENCE WAS TO CELEBRATE THAT THERE HAD BEEN 25,000 OF THESE LICENSE PLATES HAD BEEN SOLD. WE'RE UNDERSTANDING THAT MIGHT NOT BE THE CASE. WHAT WAS YOUR UNDERSTANDING BEING AT THAT PRESS CONFERENCE?

>> IT CERTAINLY WAS MY UNDERSTANDING WAS THAT WE WERE SELLING THE 25,000TH PLATE, AND I WAS THINKING ABOUT THE HALF MILLION DOLLARS THAT WAS GOING INTO THE LONG-TERM RECOVERY COFFERS, BUT I'VE JUST HEARD TODAY THAT THAT MAY NOT BE THE CASE, AND I'M NOT SURE WHERE THE MEMBERS ARE, BUT I'M A LITTLE DISCOURAGED THAT THAT WASN'T WHAT IT WAS SUPPOSED TO BE, BECAUSE I HAD BEEN PROMOTING THAT WE SOLD 25,000 PLATES.

>> WHAT WENT WRONG HERE?

>> I'M REALLY NOT SURE. THERE WAS SOMETHING INTERNAL. I HAVEN'T HEARD ANYTHING OFFICIALLY, BUT I THINK THERE WAS SOME INTERNAL DYSFUNCTION OF SOME SORT.

>> AGAIN, WE'RE LEARNING ABOUT THIS NOW, BY THE TIME THIS AIRS ON SUNDAY, MORE DETAILS WILL HAVE DEVELOPED, I'M SURE WE WILL HAVE GOTTEN TO THE DETAILS OF HOW AND WHY THIS HAPPENED, BUT YOU WERE AT THIS PRESS CONFERENCE PUTTING YOUR NAME AND FACE ON THIS, AND IT TURNS OUT THAT WASN'T A TRUE EVENT.

>> YES, IN FACT, IF THAT COMES TO BE, THEN I CERTAINLY WOULD HAVE TO APOLOGIZE TO THOSE THAT I HAD BEEN PROMOTING THAT WE'VE SOLD 25,000 AND WE'RE HALFWAY THERE AND HAVE ANOTHER 25,000 TO SELL TO MEET OUR GOAL OF 50,000, WHICH WAS TO RAISE A MILLION DOLLARS FOR THE LONG-TERM RECOVERY, SO I -- I THINK THE MESSAGE IS STILL THE SAME, I THINK WE STILL NEED THOSE FUNDS IN ORDER TO HELP ALL THOSE FOLKS, BUT I WOULD CERTAINLY HAVE TO APOLOGIZE FOR MY PART IN MISLEADING INFORMATION.

>> HOW COULD THIS HAVE HAPPENED? IT SEEMS LIKE IT'S JUST A FUNCTION OF NUMBERS. WE'RE HEARING THAT IT MAY BE CLOSER TO PERHAPS 8,000 THAT MAY HAVE BEEN SOLD, THE GAP BETWEEN 8,000 AND 25,000 IS PRETTY BIG. HAVE YOU HEARD -- AGAIN, YOU'RE NOT IN THE SHUMLIN ADMINISTRATION, BUT THEY TRY TO KEEP YOU UP TO DATE? THAT'S A BIG DIFFERENCE.

>> THE ONLY THING THAT I CAN -- THAT MAY HAVE HAPPENED, FROM WHAT I'VE HEARD, IS THAT THEY MAY HAVE PRODUCED 25,000 AND NOT SOLD 25,000, BUT, AGAIN, IT'S DISAPPOINTING TO ME PERSONALLY, BECAUSE I, AGAIN, PUT MY NAME ON IT AS WELL. SO WE'LL HAVE TO REBOUND AND KEEP SELLING PLATES, BECAUSE IT'S STILL A GOOD CAUSE, AND IT'S STILL SOMETHING THAT WE HAVE TO KEEP IN THE BACK OF OUR MINDS, THAT A LOT OF PEOPLE ARE STILL SUFFERING, AND WHEN WE HAVE FOLKS LIKE TONY WHO HAS GIVEN A MILLION DOLLARS AND ALL THESE WORTHWHILE CAUSES THAT HAVE GIVEN SO MUCH MONEY, THIS IS JUST ONE ASPECT OF THAT, AND I DON'T WANT IT TO DETER FROM THE OVERALL RECOVERY.

>> ASIDE FROM THIS LICENSE-PLATE PROBLEM, WE'RE STILL DIGGING ON THIS -- OVERALL, BY AND LARGE, THE IRENE RECOVERY FROM EVERY SIDE OF THE AISLE SEEMS TO BE -- EVERYBODY SEEMS TO THINK THINGS WENT PRETTY WELL. WHERE DID WE FALL SHORT, THIS LEGISLATIVE SESSION? WHAT CAN YOU POINT TO AS A FAILURE?

>> I WOULDN'T POINT TO IT AS A FAILURE. I WAS HOPING THAT WE WOULD MAYBE TAKE THE LESSONS THAT WE LEARNED FROM IRENE AND PUT THEM MORE INTO ACTION IN TERMS OF PERMITTING, IN TERMS OF GRAVEL EXTRACTION FROM STREAMS, IN TERMS OF THAT TYPE OF THING, SO I'M NOT SURE THAT WE WENT FAR ENOUGH, FROM THAT ASPECT, AND I HOPE THAT WE WILL REVISIT THAT IN THE NEXT BIENNIUM, BECAUSE I THINK THE AMOUNT OF MONEY THAT WE SAVED IN TERMS OF WHAT THE VALUES WERE OF THE INFRASTRUCTURE IMPROVEMENTS -- I THINK THAT NUMBER WAS 600 MILLION TO BEGIN WITH, AND IT TURNED OUT TO BE 200 MILLION OR SOMETHING TO THAT EFFECT, BECAUSE THE ROADS WEREN'T CLOSED AS LONG AS THEY WOULD BE FOR A NORMAL REPAIR.

>> RIGHT, THAT WAS PART OF IT, AND PART OF IT WAS SPECIFICATIONS, PART OF IT WAS JUST THE SMALL THINGS, LIKE EXTENDED HOURS, AND CLOSING DOWN THE COMPLETE ROUTES -- THERE WERE A LOT OF THINGS THAT WE LEARNED THAT WE SHOULD PUT INTO ACTION. HE'S A VIABLE CANDIDATE, AND I LOOK AT HIM FOR ADVICE ON A NUMBER OF DIFFERENT ISSUES. HE'S GOT A LOT OF EXPERIENCE AND A LOT OF COMMON SENSE, AND I THINK IT WILL BE AN INTERESTING CAMPAIGN.

>> LET'S SAY FOR WHOEVER THE REPUBLICAN NOMINEE IS, YOU HAVE BEEN INVITED TO THE GOVERNOR'S CABINET MEETINGS, WHICH IS RARE SINCE YOU'RE A MEMBER OF THE OPPOSITE PARTY, YOU'VE KEPT FAIRLY QUIET ON WHAT THESE MEETINGS ARE ABOUT, BUT WHAT ADVICE WOULD YOU GIVE? YOU'VE GOT TON KNOWN HIM AS GOVERNOR AND PRESIDENT PRO TEM.

SO I CERTAINLY CAN SYMPATHIZE WITH THOSE HAVE LOST IN FIRES AND FLOODS AND SO FORTH. SO I THINK IT'S -- IT'S MADE ME MORE APPRECIATIVE OF WHAT WE HAVE. WE'RE FINE, WE'RE BACK WORKING, WE HAVE EQUIPMENT THAT'S OUT ON THE JOB SITES, BUT WE STILL HAVE NO FACILITY. WE'RE LIVING OUT OF A COUPLE OF OFFICE TRAILERS AT THIS POINT, BUT I WILL -- I HAVE TO COMMEND THE EMPLOYEES. THEY HAD TO WORK IN ADVERSE CONDITIONS DURING THE WINTER, AND THEY CAME THROUGH IT, JUST LIKE WE DID WITH IRENE, YOU DID WHATEVER YOU HAD TO DO, AND THEY PERFORMED THEIR JOBS ADMIRABLY.
