LOWELL, Vt. -

The first wind turbine is up on Lowell Mountain. The 400-foot tower is the first of 21 to go up on the ridgeline.

The $156 million project is controversial-- protesters have blocked shipments of equipment to the jobsite. More than 120 truckloads are expected to make the trip to the site through September.

Green Mountain Power says the project will provide green power and the construction is creating jobs. But critics say the turbines are doing permanent damage to the ridgeline views and the environment.
