
Police in Colchester say they wish they could charge a Winooski man with DUI, but they can't because he was driving a motorized shopping cart.
Police say Gerry Foy had his mobility device full of stolen groceries outside Shaw's Thursday night, when he crossed five lanes of traffic on Roosevelt Highway. Police say he was clearly intoxicated, but the law protects people who need mobility devices. Foy is facing shoplifting charges.
