MONTPELIER, Vt. -

The Progressive Party recount in the governor's race will take place this Thursday.

Write-in candidate Annette Smith has asked for a recount when she finished just 1 vote behind  Martha Abbott. The recount will begin at 9 a.m. with Vermont's 14 county clerks sorting out the Progressive ballots from the Democrat and Republicans. Then they'll begin the process of determining voter intent.

"They have to make a decision. They have to abide by what is the voter intent. They have to look at the thing and if it says 'Annette S,' that maybe is good enough. If it says 'Annette,' some of them may consider that good enough. But just 'Smith,' probably not, because there's a lot of Smiths in the world," said Vt. Secretary of State Jim Condos.

Condos says if the recount ends in a tie, then the process will return to the Progressive Party to determine who their candidate will be.
