WINDHAM, Vt. -
A company looking to set up test turbines in two Vermont towns faces an uphill battle.
Atlantic Wind wants to set up three testing towers -- two in Windham and one in Grafton. But the Department of Public Service sided with the towns and said the construction was contrary to local regulations.
Now the company says it's worried that decision will hinder wind power development in the state and gives towns too much power in the permitting process. The Public Service Board has not made a decision yet on whether to allow the test towers.
