Plattsburgh head shop owner charged with drug mis-labeling

PLATTSBURGH, N.Y. -

The owner of a Plattsburgh head shop is facing a $16,000 fine after police say she was selling synthetic drugs but labeling them as room fresheners.

Carla Brotherton owns This and That and 20 Below.

Prosecutors say she also sold nitrous oxide containers known as "whip its," which police say are used by teens as an easy high and can be deadly.

Brotherton denies the state's claims.
