Police say the Chittenden County Flasher struck again. This time in Winooski just after 7 p.m. Thursday night.
Police say a woman had just parked her car on Winooski Falls Way when a man in a maroon SUV pulled up and said quote "Excuse me, do you know what I could do with this?" while exposing and touching himself.
