A wind developer can go ahead with tests in Windham and Grafton, despite opposition from one of the communities and the state public service department.
Atlantic Wind applied for a permit to put up three testing towers to determine if the area is suitable for a wind farm. The town of Windham opposed the test towers because the town plan prohibits wind farms. And the DPS said local regulations should be abided.
But the Public Service Board has okayed the test towers, saying Windham's plan doesn't specifically prohibit them, and the project as a whole will promote the general good of the state.
