New assignments in Congress could mean more cash for New York's North Country.
Democratic Representative Bill Owens is accepting a seat on the powerful House Appropriations Committee. That committee basically controls the purse strings for the House of Representatives. To accept the appointment, Owens had to give up seats on the Armed Services and Agriculture Committees, but he says it will be worth it.
