In this segment of Crime By Numbers, we're introduced to the Rapid Referral Program and its success rate. It's a partnership between Spectrum Youth & Family Services in Burlington and the Chittenden County Criminal Court. The goal is to keep kids out of jail and clean from substance abuse. The question is, is the program working? We received new data from Max Schlueter. He is the director of the Vermont Center for Justice Research at Norwich University.
