Governor Peter Shumlin delivers his budget address at the Vt. Statehouse today.
The address is expected to lay out how the governor plans to pay for the education overhauls he presented during his inaugural speech earlier in the month.
Legislators just passed a $5 million budget adjustment for this year to fill a hole.
The fiscal year for this budget begins July 1.
