Floodwaters returned to Lower Park Street in Malone Tuesday.
The road had reopened Monday for the first time in nearly two weeks. A deep freeze caused a 4,000-foot long ice jam to form on the Salmon River, pushing several feet of water onto the road. It broke up last week due to record highs, but Monday night's sub-zero temperatures caused the river to jam up again.
Only a few inches covered the road Tuesday, but emergency officials expect there to be several feet of water across the road by Wednesday morning. They say it's too dangerous to try to break up the jam.
"It's a safety thing; you are putting people out there. They could walk on a pocket or small layer of ice, someone could go through. You could step and be taken into some part of the current out there if there is one. The houses are already damaged, they are in bad shape. You got to weigh your risks," said Rick Provost of Franklin County Emergency Services.
Ten homes were evacuated two weeks ago and those homeowners are still not able to return.
