Hearings begin Tuesday in New Hampshire's capital on a number of bills aimed at slowing down or stopping construction of the Northern Pass project.
The $1.2 billion power line would deliver electricity from Quebec to New England.
Critics argue the towers, especially in the North Country, would damage the environment, lower property values and make the state less attractive to tourists.
Supporters say it would cut down on carbon-emitting power sources.
The public can comment Tuesday on bills that seek to do everything from imposing a moratorium on the project to requiring the 180-mile transmission line be buried underground.
