MONTPELIER, Vt. -
Gov. Peter Shumlin, D-Vermont, won't be coming up with his own plan to pay for single-payer health care. Instead, he's creating a panel to study the issue.
Some had expected a financing plan for lawmakers to look at this session. But now, a nine-member panel will come up with options for taxes to pay for single-payer. The panel will include appointees from the governor, House Speaker Shap Smith and Senate President Pro Tem John Campbell. That panel will not deliver a taxing plan until 2015.
