Man accused of soliciting women to show breasts takes deal

BURLINGTON, Vt. -

Police said an animal control officer was out of control. Now he's changed his plea.

Gary Francis was charged with two counts of offering to pay women to flash their breasts-- women he met while serving as animal control officer for Winooski and Essex.

Wednesday, Francis pleaded no contest to one count and prosecutors dropped the other. As part of the deal, Francis will not do time.

"He's probably going to be publicly embarrassed and publicly shamed. So that's probably sufficient enough punishment for a nonviolent act for someone who is close to 70 years old," said T.J. Donovan, Chittenden County State's Attorney

Francis did have to pay a fine of $100.
