>> GOOD MORNING EVERY ONE. OUR NEWS MAKER THIS SUNDAY IS VERMONT LABOR COMMISSIONER ANNI NOONAN, HER DEPARTMENT IS SCRAMBLING TO HELP IMB WORKERS WHO ARE LOSING THEIR JOBS. WE WILL TALK ABOUT THAT, BUT FIRST HERE IS GINA BULLARD WITH WHAT THE STATE IS DOING TO HELP.

>> FROM THINGS YOU EAT, DRINK OR USURY DAY, CHANCES ARE THEY WERE MADE WITH THE REPORT OF ONE VERMONT COMPANY.

>> WE SIT ON ABOUT 700 ACRES.

>> HUSKY AND MILTON IS THE LEADER IN INJECTION MOLDING EQUIPMENT AND IT IS HIRING.

>> WE HAVE SEVERAL JOB OPENS FROM MANUFACTURING TO PROJECT ENGINEERING, APPLICATION ENGINEERING, WE HAVE STOCK ROOM POSITIONS, QUALITY ROLE, WE HAVE A MANAGER ROLE.

>> THAT'S GOOD NEWS FOR IMB WORKERS THAT LOST THEIR JOBS LAST WEEK.

>> PEOPLE ARE ANXIOUS AT THIS POINT. THIS HAS JUST HAPPENED TO THEM AND THEY ARE STILL IN THE MIDST OF FIGURING OUT WHAT DIRECTION TO GO INTO.

>> THE STATE'S RAPID RESPONSE TEAM HELD ITS FIRST INFORMATION SESSIONS FOR RECENTLY LAID OFF IMB WORKERS EXPLAINING HOW TO APPLY FOR UNEMPLOYMENT, HEALTH INSURANCE AND NEW JOBS.

>> WE DISCUSSED TRAINING ACTIVITIES, TRAINING RESOURCES AVAILABLE TO THEM IF THOUSAND HE WANT TO CHANGE OCCUPATIONS, IF THEY WANT TO ENHANCE THEIR SKILL LEVEL TO GO BACK INTO THE LABOR MARKET.

>> HUSKY SAYS AT LEAST HALF OF THE POSITIONS WOULD BE SUITABLE FOR THE IMBERS.

>> WE WOULD LOOK AT IMB EMPLOYEES BECAUSE WE KNOW IT'S A PROFESSIONAL ORGANIZATION, THEY ARE WELL-TRAINED PEOPLE AND WE WOULD LOVE TO GET THE FIRST SHOTS AT THEM.

>> ALONG WITH INTERNATIONAL OPPORTUNITIES AT HUSKY INJECTIONS SYSTEMS SAYS THINGS LIKE A GYM AND CAFETERIA ON SITE MAKES THE BUSINESS COMPETITIVE.

>> THE BENEFITS PACKAGE IS ATTRACTIVE.

>> MOST OF THE PEOPLE BIDDING HAVE THE BASIC QUESTIONS OF I NEED TO BE ABLE TO ACCESS UNEMPLOYMENT COMPENSATION, PROVIDE SHELTER FOR MY FAMILY AND THEN HOW TO GET BACK INTO THE WORK FORCE.

>> THE STATE SAYS 35 OF THE 200 PEOPLE WHO SHOWED UP TODAY LOST THEIR JOBS BECAUSE OF OUTSOURCING OVERSEAS. THAT MEANS THEY CAN APPLY FOR MORE FUNDING TO HELP THOSE PEOPLE FIND MORE MORE JOBS.

>> VERMONT LABOR COMMISSIONER ANNI NOONAN IS HERE.

>> THANK YOU FOR HAVING ME.

>> THE RAPID RESPONSE THE STATE IS LAUNCHING IN REGARDS TO THESE IMB LAYOFFS, 200 FOLKS SHOWED UP ON THE FIRST ONE. WERE YOU SURPRISED BY THAT?

>> WED DIDN'T REALLY QUITE KNOW HOW MANY WE'D SEE. THE RUMORS, WE HAD HEARD EVERYTHING FROM 120 TO 400 SO WE WERE PREPARED FOR ANYTHING. WE BROUGHT 500 PACKETS WITH US THAT DAY, SO I THINK WE WERE READY, I DON'T NECESSARILY -- WE DIDN'T KNOW QUITE WHAT TO EXPECT. AS YOU KNOW, IMB UNDER THE EMPLOYMENT SECURITY BOARD RULES DOES NOT HAVE TO ACTUALLY GIVE US THE INFORMATION UNTIL THE EMPLOYEES ARE ACTUALLY SEPARATED. SO IF PEOPLE ARE COMING IN AND THEY HAVE SEVERANCE OR WAGES IN LIEU OF NOTICES, UNTIL THE SEPARATION WHICH WE BELIEVE WILL BE JULY 13TH, JULY 12TH AND JULY 13TH, WE THINK WE WILL KNOW MORE ON THAT DATE.

>> AT THIS POINT THE STATE DOESN'T HAVE AN OFFICIAL NUMBER ON THE FOLKS LET'S GO.

>> WE DO NOT.

>> WHAT ARE THE ESTIMATES WE ARE HEARING? SOME OF OUR SOURCES ARE SAYING IT COULD BE UPWARDS OF 400. 200 SHOWED UP AT THE FIRST RAPID RESPONSE MEETING. THAT'S HALF OF THE NUMBER WE'RE HEARING. WHAT NUMBER ARE YOU FOLKS HEARING?

>> THE RUMORS ARE UP TO 400, WE'VE HEARD THE SAME, SO WE ARE PREPARED, WE HAVE SESSIONS TOMORROW MORNING AT 9:00 AND 1:00 IN AFTERNOON AND WE WILL HOPEFULLY SEE PEOPLE WHO WERE POTENTIALLY NOT ABLE TO COME DURING THE WEEK. I THINK WE WILL KNOW MORE ON SATURDAY AFTERNOON AS TO WHAT THE NUMBERS LOOK LIKE.

>> WE SHOULD MENTION THAT THIS IS BEING TAPED ON FRIDAY, SO SATURDAY --

>> TOMORROW WE HAVE -- SO IT WILL HAVE BEEN THE DAY BEFORE BUT WE WILL HAVE SESSIONS AGAIN THIS WEEK AND UPCOMING THIS WEEK WILL BE ON THE IMB CAMPUS AND THE FOLLOWING WEEK WE WILL DO MORE RAPID RESPONSES OFF THE CAMPUS.

>> WHAT IS THIS RAPID RESPONSE TEAM?

>> OKAY, WHAT IT IS IS WE BRING FROM THE DEPARTMENT OF LABOR ALL OUR SUBJECT MATTER EXPERTISE TOGETHER IN ONE ROOM, WE BRING PEOPLE FROM THE UI DIVISION AND THEY DO A PRESENTATION HOW UNEMPLOYMENT WORKS, THEY ANSWER ALL THOSE QUESTIONS. WE BRING OUR TEAM FROM THE RE-EMPLOYMENT ELIGIBILITY GROUP SO THEY ARE BASICALLY TALKING THE BEST WAY TO CONNECT BACK INTO THE WORK FIELD, THEY WILL WALK THROUGH THE SERVICES WHETHER RESUME WRITING, JOB SKILL TRAINING AND GO WITH THEM HOW TO REGISTER AND START LOOKING FOR MORE WORK AND OUR LABOR INFORMATION COMES AND PROFILES THE AREA FOR JOBS, EMPLOYERS AND OCCUPATION. WE BRING ALL OUR STAFF TOGETHER AND MAKE A PRESENTATION AND THEN MAKE OURSELVES AVAILABLE ONE ON ONE, SOME PEOPLE ARE MORE INTERESTED IN UNDERSTANDING HOW THEIR SEVERANCE MAY IMPACT AND OTHERS SCWAWS WANT TO JUST WANT TO KNOW IF THE JOBS ARE THERE.

>> WHAT ARE THE BIGGEST WORRIES YOU ARE HEARING.

>> PEOPLE ARE CONCERNED IF THEY CAN FIND OTHER WORK WILL THE PAY BE COMPARABLE AND WHAT WILL THE BENEFIT STRUCTURE LOOK LIKE. ALSO THEY ARE WORRIED IF THEIR SKILLS WILL BE TRANSFERABLE. WE THINK THAT WORRY IS SOMETHING THAT -- WE WANT COULD GIVE THEM ENCOURAGEMENT. WHEN WE TALK TO EMPLOYERS, THEY ARE VERY INTERESTED IN THE IMB EMPLOYEES, THEY FEEL THEY HAVE GOOD ANALYTICAL SKILLS, GOOD WORK ETHIC SKILLS AND WE THINK THERE IS AN OPPORTUNITY FOR THE MATCH WITH OTHER VERMONT EMPLOYERS.

>> LET'S TALK ABOUT THE FINANCES HERE, THEY ARE WORRIED THEY MAY NOT BE PAID AS MUCH AS MOST FOLKS KNOW, IMB WAS PAYING THESE FOLKS THAT WERE LET GO PRETTY DECENT WAGES. WILL THEY BE MAKING AS MUCH AND WILL IT BE IN CHITTENDEN COUNTY OR WILL THESE FOLKS HAVE TO MOVE OUT OF THE AREA TO FIND WORK?

>> I THINK THE ANSWER IS THEY MAY FIND WORK COMPARABLE, WE HAVE SEEN THE STORY HA HUSKY DID ON CAX AND BASICALLY THEIR CEO TALKED ABOUT THE FACT THAT THEY WERE COMPARABLE. SOME OTHERS ARE TELLING US THEY FEEL THEY ARE COMPARABLE TO IMB. DEPENDING UP ON IF THEY MAKE A REAL CAREER CHANGE, IF THEY DECIDE TO GO INTO TEACHING, THEY MAY SEE CHANGES. IF THEY DECIDE TO GO INTO A VERY DIFFERENT AREA, IT MAY NOT BE COMPARABLE AT FIRST BUT, OF COURSE, THEY CAN GET INTO A CAREER TRACK AND MOVE FORWARD.

>> YOU ARE TALKING ABOUT TEACHING. CLEARLY THEN THESE FOLKS ARE GOING TO HAVE TO GET NEW SKILLS.

>> CERTIFICATIONS AND THINGS.

>> HOW WILL THAT WORK?

>> THE GOOD NEWS IS THE DISLOCATED WORKER AND TRADE ADJUSTMENT MONEY ALLOWS PEOPLE TO BE RETRAINED AND IT CAN BE VERY FORMAL TRAINING SUCH AS GOING BACK AND FINISHING UP A DEGREE.

>> THIS IS FEDERAL MONEY.

>> THIS IS FEDERAL MONEY OR IT CAN BE CERTIFICATION COURSE WORK, ANY TYPE OF COURSE WORK THAT WILL ALLOW THEM TO MOVE FROM A JOB TO A NEW JOB, WE CAN FUND THROUGH TRADE AJUSTMENT OR DISLOCATED WORKER MONEY.

>> MAYBE YOU CAN EXPLAIN TO PEOPLE THE DIFFERENCE BETWEEN THE TWO, MORE MONEY COMES IF IT IS TRADE ADJUSTMENT MONEY AND THAT IS BECAUSE THESE JOBS WOULD THEN HAVE HAD TO GO OVERSEES, CORRECT?

>> RIGHT, THERE'S TWO POTS OF MONEY, ONE IS DISLOCATED WORKER, EVERY ONE DISLOCATED FROM IMB OR ANY EMPLOYER IS ELIGIBLE UNDER THE MONEY THE DEPARTMENT OF LABOR GETS FOR DISLOCATED WORKER ASSISTANCE. THE TRADE ADJUSTMENT IS SPECIFIC TO THOSE EMPLOYEES WHOSE JOBS HAVE BEEN OUTSOURCED OUTS OF THE COUNTRY, SO THAT POT OF MONEY PER EMPLOYEE IS MORE. TRADE ADJUSTED WORKERS MAY, IN FACT, HAVE MORE BENEFITS COMING TO THEM AS A RESULT OF THOSE JOBS LEAVING THE COUNTRY.

>> AND YOU HAVE ALREADY STARTED THE PROCESS IN GETTING THAT ROLLING.

>> WE DID. WE HAVE ALREADY FILED THE TRADE ADJUSTMENT PETITION TO THE U.S. DEPARTMENT OF LABOR, THEY ACKNOWLEDGED THIS MORNING TO ME THAT THEY HAVE RECEIVED IT AND THEY WILL START WORKING ON THAT. WHAT IT MEANS IS THEY WILL BE CONTACTING IMB TO HAVE A CONVERSATION AND UNDERSTAND WHICH OF THE JOBS FROM EACH DIVISION ARE GOING OUTS OF THE COUNTRY.

>> DO YOU THINK THAT THERE IS ENOUGH WORK IN THE STATE OF VERMONT, IF WE ARE TALKING, YOU KNOW, POTENTIALLY 400 OR MORE EMPLOYEES LAID OFF, THAT THERE ARE ENOUGH POSITIONS IN THE STATE WHERE PEOPLE WILL FIND WORK?

>> WE DO. AND WE DO. HERE ARE SOME OF THE FACTORS, ONE IS VERMONT -- TODAY IT WAS ANNOUNCED OUR UNEMPLOYMENT RATE WENT UP SLIGHTLY ONE TENTH OF A PERCENT.

>> IT DOES NOT TAKE INTO --

>> IT DOES NOT TAKE INTO ACCOUNT IMB BUT WE ARE ADDING JOBS AS WE GO FORWARD. THAT'S A GOOD TREND FOR VERMONT. WE SAW 250,000 WORKERS THIS MONTH, THOSE ARE NEW JOBS. WE ARE THE FOURTH LOWEST RATE IN THE NATION AND THE BURLINGTON NATIONWIDE HAS THE SIXTH LOWEST UNEMPLOYMENT RATE IN THE COUNTRY FOR WHAT THEY CALL THE METRO REGION, THAT IS REALLY GREAT. AND SINCE 2007 TO TODAY THERE IS 3% MORE JOBS IN CHITS CHITTENDEN COUNTY THAN THE START OF THE RECESSION. CHITTENDEN IS A STRONG EMPLOYER REGION. PEOPLE MAY HAVE TO TRAVEL IN THE STATE, WHEN YOU THINK AS WE ARE WORKING ON THE IMB RESPONSE WE ARE WORKING ON THE NORTH KINGDOM KINGDOM. WE ANTICIPATE THERE WILL BE WORK WITH HIGH TECH FIRM LOOKING FOR ENGINEERS, WE THINK THE GERMAN WINDOW MAKER WILL LOOK FOR ENGINE EARS. PEOPLE MAY SAY THAT'S THE NORTHEAST KINGDOM, THAT'S AWAY FROM HERE BUT LOOK AT HARTFORD AND WEST LEBANON AREA, AND THEY ARE GROWING. SO YOU THINK ABOUT WE ARE VERY FORTUNATE IN VERMONT MANY OF US DON'T COMMUTE ALL THAT FAR BUT YOU LOOK AT OTHER STATES AND PEOPLE ACTUALLY COMMUTE. WE MAY HAVE TO BE THINKING CRITICALLY AROUND PUBLIC TRANSPORTATION AND HOUSING STOCK AND HOW BASICALLY PEOPLE CAN GET FROM POINT A TO POINT B AND THE BEST THING IS TO LOOK WHEN THE WATERBURY STATE COMPLEX MOVED DOWN. THE STATE SAID WE HAVE TO MOVE PEOPLE TO WILLSTON, PEOPLE WERE CONCERNED ABOUT THE COMMUTE AND THE STATE DECIDED TO BRING IN MORE PUBLIC TRANSPORTATION IN THE TERMS OF BUSES. IT'S WORKED OUT, WE'VE HAD VERY FEW PEOPLE IN THE STATE WHO HAVE QUIT AS A RESULT OF THAT. SO I THINK THEY HAVE TO BE CREATIVE AROUND GETTING PEOPLE TO THE JOBS BUT THERE ARE JOBS IN THE STATE OF VERMONT.

>> YOU MENTIONED THE NORTHEAST KINGDOM REDEVELOPMENT PROJECT AND THIS IS THE EV-5 MONEY THAT IS SPARKING A TON OF NEW DEVELOPMENT UP IN THE KINGDOM BUT THAT SEEMS IT IS PRETTY FAR OFF. WHAT DO FOLKS DO IN THE MEANTIME?

>> WE ARE LOOKING AT AREAS OF THE STATE WHERE WE ARE SEEING OTHER DEVELOPMENT. WHEN WE DO OUR CALLS EVERY DAY AND WE HAVE A PROGRAM IN THE DEPARTMENT OF LABOR AND IT BASICALLY LOOKS FOR JOBS FOR VERMONTERS, YOUNG KIDS, HIGH SCHOOL KIDS, COLLEGE KIDS, PEOPLE LONG TERM UNEMPLOYED, WE COLLECT THE DATA EVERY SINGLE DAY. ARE YOU HIRING? DO YOU HAVE EQUIPMENT PROBLEMS? WHAT IS OUT THERE FOR YOU AS AN EMPLOYER? WHEN WE TAKE IN THE INFORMATION WE ARE HEARING FROM THE EMPLOYERS WE ARE TALKING TO THE NEED FOR ENGINE EARS, THEERS, WE THINK THAT WILL BE A MATCH FOR THE IMB FOLKS. THERE ARE JOBS AND I THINK PEOPLE WILL HAVE TO WORK CLOSELY WITH US TO FIGURE OUT WHAT IS THE BEST FIT FOR THEM.

>> CAN YOU LIST SOME? BECAUSE WE DID OUR OWN RESEARCH AND CALLED NUMEROUS EMPLOYERS IN AND AROUND THE CHITTENDEN COUNTY AREA AND EITHER THEY DIDN'T WANT TO TALK ABOUT IT, DIDN'T GET BACK TO US, SAID THEY DIDN'T HIRING OR IF THEY DID IT WAS ONE OR TWO. WE DID FOCUS ON HUSKY. WHO IS HIRING?

>> THE HARD THING IS THEY PROBABLY CAN'T SPEAK RIGHT NOW BECAUSE THEY ARE SPEAKING WITH US AND WANT TO COME TO THE FAIR. THEY PROBABLY DON'T WANT ME TO GO ON AIR AND SAY THEY ARE HIRING SO THEY START GETTING A LOT OF UNSOLICITED CALLS. WE KNOW SOME OF THE BIG COMPANIES ARE HIRING, WE HAVE BEEN IN TOUCH WITH THEM, THESE ARE SOME VERY BIG ONES IN CHITTENDEN COUNTY SAYING, YES, WE HAVE OPENINGS. IF YOU THINK LOGICALLY WHO DO YOU KNOW IN CHITTENDEN COUNTY, THE BIG EMPLOYERS, THEY ARE HIRING. I THINK I CAN SAY FROM WHERE I SIT, THE STATE OF VERMONT, ONE OF THE LARGEST EMPLOYERS IN THE STATE OF VERMONT, WE ARE HIRING. THE STATE OF VERMONT HAS MANY JOB OPPORTUNITIES AND IT MAY BE SOMETHING DIFFERENT BUT YOU MAY NOT HAVE CONSIDERED THE FACT THAT YOU COULD BE A CAREER COUNSELOR WITH THE DEPARTMENT OF LABOR, FOR EXAMPLE, WE HAVE PLENTY OF OPENINGS. I THINK AS YOU GO AROUND THE STATE, THE AGENCY OF TRANSPORTATION HIRES ENGINEERS, SO DOES THE AREA OF NATURAL RESOURCES. WE ARE A BIG EMPLOYER AND WE ARE HIRING, STATE OF VERMONT IS HIRING. AND MANY OF THE LARGE EMPLOYERS WE TALKED TO ARE HIRING. THEY BASICALLY SAID THEY WILL WORK WITH US TO WORK WITH GOOD CANDIDATES FROM THE IMB DISPLACEMENT.

>> IMB, TOP FOUR EMPLOYER IN THE STATE PRIOR TO THIS LAY OFF, UNIVERSITY OF VERMONT, STATE OF VERMONT, IMB, WILL THEY STILL BE ONE OF THE LARGEST EMPLOYERS AFTER THIS IS ALL SAID AND DONE.

>> ABSOLUTELY. YES, WHEN THIS IS ALL SAID AND DONE IMB WILL STILL EMPLOY MORE THAN 4,000 PEOPLE IN THE STATE OF VERMONT.

>> WE ARE GETTING FEEDBACK BECAUSE OF THE COVERAGE FROM IMB AND I THINK MAYBE IN PART IT'S BECAUSE OF THE SECRECY AROUND THE NUMBERS AT THIS POINT THAT IT GETS A LOT OF ATTENTION FROM THE MEDIA AND OBVIOUSLY FROM THE STATE WITH THE RAPID RESPONSE TEAM. FOLKS UP IN FRANKLIN COUNTY, ST. ALBENS WITH THE ENERGIZER PLANT AND THOSE FOLKS LOSING THEIR JOBS, WHAT IS BEING DONE IN THAT REGION, I THINK A LOTS OF FOLKS ARE SAYING: HEY, WHAT ABOUT US?

>> WE HAD ALREADY DEPLOYED RAPID RESPONSE FOR THE ENERGIZER. WE'VE BEEN WORKING, THE DEPARTMENT OF LABOR, MYSELF INCLUDED HAVE MET WITH THE ENERGIZER HR FOLKS MONTHS AGO. WE HAVE A STAFF PERSON IN ST.AL BANSST.ALBAN'S OFFICE, WE STARTED WORKING WITH THE OTHER EMPLOYERS AND THE ECONOMIC DEPLOYMENT, THE TRAINING ADVISORS, GOT THEM TOGETHER AND STARTED ASKING THEM TO HEN FIND HELP FINE THE JOBS, FIGURE OUT WHAT THE PEOPLE NEEDED FOR JOB RETRAINING AND MOVED PEOPLE INTO THOSE JOBS. WE'VE BEEN DOING THE SAME ON A SMALLER SCALE WITH THE ENERGIZER AND THAT PLANT IS SCHEDULED TO CLOSE IN SEPTEMBER.

>> AND HOW IS THAT EITHER RETRAINING OR FINDING THOSE FOLKS WORK, HOW IS THAT GOING?

>> I THINK IT'S BEEN GOOD. I KNOW MYLAND HAS HIRED A NUMBER OF PEOPLE FROM ENERGIZER, BUT THAT HAS BEEN GOING VERY SMOOTHLY.

>> DO YOU THINK THE STATE CAN LOOK AT THAT AS AN EXAMPLE WHEN -- TO SAY THIS IS A GOOD, SMALLER SCALE PROJECT THAT WE'LL BE USING THIS MODEL WHEN IT EXAMINES TO IMB?

>> AND THAT'S WHAT WE HAVE BEEN DOING.

>> WHAT IS THE BIGGEST CHALLENGE FOR THE STATE IN FINDING THESE FOLKS WORK?

>> I THINK OUR BIGGEST CHALLENGE IS JUST GETTING ENOUGH FACE TO FACE TIME WITH EACH INDIVIDUAL WORKER SO THAT WE ACTUALLY CAN FIGURE OUT WHAT THEY REALLY NEED AND WHAT THEIR ASPIRATIONS ARE. WE DON'T WANT TO JUST PUT OUT A BUNCH OF JOBS ON A WEBSITE, DEPARTMENT OF LABOR JOB LINK FOR EXAMPLE THAT REALLY DON'T APPEAL OR DON'T MEET THEIR NEEDS. SO OUR BIGGEST CHALLENGE RIGHT NOW IS THAT WE HAVE HELD A RAPID RESPONSE, 200 PEOPLE SHOWED UP, WE HAD A DOZEN STAFF ON SITE BUT THAT DIDN'T GIVE EVERYBODY AN OPPORTUNITY TO HAVE THEIR QUESTIONS ANSWERED, SO WE WANT TO MAKE SURE THAT WE ARE ABLE TO CONNECT VERY SPECIFICALLY WITH EACH AND EVERY INDIVIDUAL WHO HAS BEEN IMPACTED BY THIS AND THAT WILL PROBABLY BE ASKING THEM TO COME TO ADDITIONAL SESSIONS BUT ALSO ASKING THEM TO COME RIGHT TO THE DEPARTMENT OF LABOR OFFICE. WE ARE GOING TO UP STAFF OUR BURLINGTON DISTRICT OFFICE, SEND FOLKS IN FROM OTHER AREAS OF THE STATE TO WORK THERE, SOME PEOPLE FROM CENTRAL OFFICE TO WORK THERE, WE WANT IT TO BE SO AS PEOPLE COME IN AND NEED SERVICES THEY WILL GET THE SERVICES THEY NEED. THAT IS OUR BIGGEST CHALLENGE.

>> YOU HAD MENTIONED TO ME EARLIER THAT THE STATE IS LOOKING AT HOLDING SORT OF AN ONE STOP SHOP JOB FAIR UPCOMING SO THAT EVERYTHING THESE FOLKS WILL NEED WILL BE AT ONE SITE. TELL US ABOUT THAT.

>> WHAT WE ARE HOPING TO DO AND I THINK IT WILL EITHER BE THE WEEK AFTER THE FOURTH OF JULY WEEK OR WITHIN A WEEK OR TWO AFTER THAT, WE HAVE BEEN CONTACTING TRAINING PROVIDERS FROM ALL AROUND THE STATE AND EMPLOYERS THAT HAVE JOB OPENINGS AND WHAT OUR VISION WILL BE IS TO HAVE OUR FOLKS, OUR DEPARTMENT OF LABOR STAFF SORT OF SET UP TO ANSWER INDIVIDUAL QUESTIONS, MAYBE HELP PEOPLE FILL OUT THEIR UNEMPLOYMENT CLAIM, GET THEM REGISTERED ON VERMONT JOB LINK AND THEN SORT OF A VERY LARGE SETTING WHERE WE HAVE TRAINING PROVIDERS ALL SET UP WITH THEIR SERVICES AVAILABLE AND EMPLOYERS AVAILABLE TO TALK TO CANDIDATES SSMENTSD. I WOULD SAY IT'S ALMOST A JOB FRESH TRAINING FAIR AND THAT'S OUR VISION FOR THE NEXT TWO OR THREE WEEKS.

>> IT'S NOT JUST AFFECTING EMPLOYEES, BUT HIS STUDY SHOWED FOR EVERY 100 EMPLOYEES LAID OFF AT IMB AN ADDITIONAL 124 WORKERS WOULD BE IMPACTED BY THIS AS WELL. ARE YOU ANTICIPATING SEEING SORTS OF THAT RIPPLE EFFECT BECAUSE OF THESE IMB LAYOFFS?

>> I DID SEE JEFF CARR'S REPORT AND WE DO KNOW THERE MAY BE SOME RIPPLE EFFECT AND WE WILL BE WORKING TO TRY TO SUPPORT THEM ALSO. ONE OF THE THINGS WE REALLY DON'T WANT TO SEE HAPPEN ARE SOME OF THE SMALL BUSINESSES OF VERMONT THAT RELY HEAVILY ON IMB BUSINESS TO REALLY BE IN A POSITION WHERE THEY ARE ON THE FINANCIAL EDGE. SO WHAT WE WILL REMIND THEM, I REMIND THEM NOW, FOR SMALL EMPLOYERS WE WANT THEM TO WORK FOR THE AGENCY OF COMMERCE, WE WOULD LIKE THEM TO TALK TO US, WE HAVE A PROGRAM CALLED SHORT-TERM COMPENSATION WHICH ALLOWS A COMPANY TO DOWN SIZE FOR A SMALL PERIOD BUT KEEP THEIR WORKERS ON THE PREMIUM UNEMPLOYMENT SO THEY DON'T LOOK FOR OTHER JOBS AND GIVE THEM SUPPORT FROM THE STATE SO THEY DON'T WIND UP GOING OUT OF BUSINESS AS A SMALL EMPLOYER AS A RESULT OF A LARGE EMPLOYER DOWN SIZING.

>> WHEN PEOPLE ARE OUT OF WORK IT NOT ONLY AFFECTS THE SUPPLIERS AND VENDORS BUT PEOPLE HAVE LESS MONEY FOR SHOPPING AND GOING OUT TO EAT.

>> THE RIPPLE EFFECT, EXACTLY.

>> MAYBE WE CAN SWITCH GEARS, ANYTHING POSITIVE YOU ARE HEARING IN THE EMPLOYMENT AND TRAINING DEPARTMENT WHERE A BIT OF BLUE SKY, IF YOU WILL?

>> I MEAN, I THINK THE FACT THAT WE ARE STILL TRENDING VERY WELL IN VERMONT IN TERMS OF THE UNEMPLOYMENT RATE AND JOB GROWTH AND WE ARE SEEING, I THINK, A REAL INTEREST FROM VERMONT YOUTH, WE HAVE A GREAT SUMMER PROGRAM GOING WITH THE SUMMER EMPLOYMENT OPPORTUNITY PROGRAM, SOME REALLY DYNAMIC INTERNSHIPS HAPPENING AROUND THE STATE SO WE ARE TRYING TO WORK WITH VERMONT HIGH SCHOOL AND COLLEGE KIDS AND THE KIDS WHO ARE HERE AND WANT TO STAY IN VERMONT, THEIR FAMILIES ARE HERE, WE ARE -- I THINK THAT IS GOING IN A VERY GOOD DIRECTION. THE GOVERNMENT CAREER READINESS PROGRAM IS REPORTING AND WE DO THAT IN CONJUNCTION WITH CCV, THEY ARE VERY EXCITED AND HAVE SOME -- THEY ARE FEELING VERY EXCITED ABOUT BASICALLY BEING ABLE TO TELL US THAT THE PEOPLE THEY ARE PUTTING THROUGH THE PROGRAM THEY ARE GETTING REPORTS BACK FROM EMPLOYERS SAYING IT MAKES A BIG DIFFERENCE IN TERMS OF JOB READINESS WHEN EMPLOYEES COME THROUGH THE DOOR. ONE STUDY FROM GEORGETOWN ACTUALLY ANNOUNCED THE UNITED STATES WILL SEE AN INCREASE IN THE NEXT 10 YEARS OF 55 MILLION JOBS AND THEY REPORT THAT 24 MILLION OF THOSE WILL BE NEW JOBS, 31 MILLION OF THOSE JOBS WILL BE AS A RESULT OF BABY BOOMERS RETIRING AND WHAT THEY REPORT IS THOSE JOBS WILL HEAVILY FOCUS ON SKILLS SUCH AS COGNITIVE SKILLS, LEADERSHIP, COMMUNICATION, ANALYTICAL SKILLS AND ADMINISTRATIVE SKILLS. SOME OF THE FASTEST GROWING AREAS ARE HERE IN VERMONT, HEALTHCARE, THAT IS ON THE LIST. BIG EMPLOYER IN VERMONT. TECHNICAL SKILLS, EDUCATION AND COMMUNITY SERVICE. SO THIS IS A VERY RESPECTED THINK TANK IN GEORGETOWN THAT DID THIS WORK AND THAT WAS GOOD NEWS FROM A NATIONAL PERSPECTIVE SINCE VERMONT IS SHOWING ALL POSITIVE SIGNS IN TERMS OF OUR JOB GROWTH, WE THINK WE WILL BENEFIT FROM THAT. WE ARE VERY EXCITED ABOUT THIS NEWS.

>> THIS WORK FORCE FORECASTING, IF YOU WILL, THE DEPARTMENT FOLLOWS?

>> THIS IS SOMETHING WE WERE VERY INTERESTED IN, WE OFTEN LOOK AT WHAT GEORGETOWN IS SAYING IN REGARD TO THIS. IT'S ONE OF THE SITES WE RELY ON. WE ARE VERY FORTUNATE TO HAVE OUR OWN EXCELLENT LABOR MARKET INFORMATION DIVISION AT THE DEPARTMENT OF LABOR AND I THINK THAT THE INDICATIONS THAT WE SEE COMING OUT OF THE LMI DIVISION FOR US IS THEY ARE STILL VERY POSITIVE EVEN IN THE LAYOFFS, THEY ARE STILL POSITIVE ABOUT VERMONT'S FUTURE.

>> COMMISSIONER NOONAN, THANKS FOR BEING HERE. WE HAVE

>>> WELL, WE'VE ALL HEARD THE SAYING SEX SELLS. NOW ONE VERMONT MAN IS HOPING TO CASH IN ON THE CONDOM BUSINESS.

>> CARLIE SAYS THERE IS A STIGMA AROUND IT.

>> MAKE IT MORE ACCESSIBLE.

>> EVERYTHING FROM PICKING THEM OUT TO CHECKING OUT CAN BE EMBARRASSING.

>> I BOUGHT CONDOMS RECENTLY AND FELT AWKWARD.

>> SOON THERE WILL BE ANOTHER OPTION.

>> THEY ARE ABOUT MAKING THE WORLD A BETTER PLACE, EMPOWERING WOMEN TO MAKE IMPORTANT CHOICES.

>> JEFFREY, THE CO-FOUNDER OF SEVEN GENERATION, VERMONT'S BIGGEST ECO FRIENDLY COMPANY CAME UP WITH THE NEW SOCIALLY RESPONSIBLE BUSINESS CALLED SUSTAINED, TOXIC FREE FAIR TRADE CONDOMS MADE IN INDIA SAID TO BE IN STORES BY 2014.

>> I NEVER REALLY THOUGHT ABOUT FAIR TRADE CONDOMS.

>> BY USING FAIR TRADE LABOR WE ARE ALSO KEEPING CHILDREN OUTS OF THE RUNNER THE RUBBER FIELDS BY HAVING A PLANTATION, WE ARE GROWING THE RUBBER TREES IN THE MOST ENVIRONMENTALLY RESPONSIBLE PROCESS POSSIBLE.

>> HE SAYS SUSTAIN WILL REDUCE ITS OWN PROFIT MARGIN TO PROVIDE A SAFER PRODUCT AT THE SAME PRICE AS THE COMPETITION?

>> SO IF YOU HAVE A FAIR TRADE PRODUCT THAT IS PRICED THE SAME WAY, THAT CONFUSES POTENTIALLY THE CUSTOMER, THEY ARE THINKING WELL WHERE IS THE PREMIUM I'M WILLING TO PAY FOR TO BENEFIT THE END WORKER. IF HE IS SELLING IT AT A LOSS, THAT'S NOBLE BUT IT'S A CHARITY.

>> HE ADMITS IT'S A CONDOM PROBLEM MOST PEOPLE DON'T EVEN KNOW THEY HAVE WHICH ST. MICHAEL'S PROFESSOR SAYS WILL BE A HURDLE FOR THE ORGANIC CONDOM COMPANY.

>> I HAVE NOT HEARD CONCERNS ABOUT THE LATEX RUBBER WORKERS SO HE WILL HAVE TO BRING PEOPLE'S AWARENESS UP IF THERE IS A PROBLEM.

>> THE GERMAN GOVERNMENT TESTED CONDOMS AND FOUND THE VAST MAJORITY, CLOSE TO 100% HAD CARCINOGENIC CHEMICALS ABOVE THE LIMITS THAT ARE DETERMINED SAFE.

>> ALL CONDOM BRANDS ARE SO FOCUSED ON MEN, NOBODY IS TALKING TO WOMEN.

>> HER DAUGHTER WILL BE IN CHARGE OF MARKETING SUSTAIN. SHE SAYS THE TARGET GROUP IS WOMEN AGES 25 TO 35 AND ACCORDING TO THE RESEARCH 40% OF CONDOM BUYERS ARE WOMEN.

>> THEY WANT SIMPLICITY, SOMETHING THEY KNOW WILL WORK BUT SOMETHING THAT DOESN'T HAVE ALL THE ADDED THINGS TO IT THAT COULD POTENTIALLY NOT WORK WITH THEIR BODY.

>> THE QUESTION IS WHAT CAN THEY DO FOR US.

>> JEFFREY KNOWS ABOUT NEW BUSINESSES, HE HAS CREATED AND SOLD MANY THROUGH HIS YEARS.

>> OUR FIRST MANUFACTURING RUN WILL BE ABOUT 4 MILLION CONDOMS.

>> THAT'S A LOT OF CONDOMS.

>> YES, BUT WE HAVE A LOT OF CONFIDENCE WE WILL BE ABLE TO SELL THEM.

>> THEY WON'T SELL THEM IN DRUGSTORES, SUSTAIN IS HOPING TO CATCH WOMEN'S ATTENTION IN WHOLE FOODS AND UNIVERSITY HEALTH CLINICS, A GAMBLE THIS BUSINESSMAN IS BETTING ON.

>> IF THIS DOESN'T SUCCEED HE WILL TAKE THAT MIND SET AND APPLY IT SOMEWHERE ELSE.

>> THEY ARE HIRING FIVE PEOPLE TO BEGIN WITH AND HOPE TO HIRE MORE AS THE BUSINESS GROWS. GINA BULLARD.

>> AND THAT WILL DO IT FOR US, TAKE CARE, WE WILL SEE YOU SOON. HAVE A GREAT
