PEOPLE WERE GOING IN THROUGH PRESCRIPTION FRAUD AND OTHER METHODS AND THEY WERE GETTING PRESCRIPTION DRUGS. WE ARE HELPING EDUCATE FAMILIES AND DOCTORS TO REDUCE THAT. AS WE HAVE BEEN REDUCING WHAT WE'VE SEEN ON THE STREET, WE ARE NOW FINDING AN INCREASE WITH HEROIN. UNLIKE A PRESCRIPTION DRUG, YOU DON'T KNOW THE PURITY OF THE HEROIN YOU ARE GETTING. WE ARE SEEING A GREATER QUANTITY OF HEROIN AND WE ARE SEEING IT FOR A REASON. THERE IS AN CHECK BENEFIT TO SELL HEROIN. THERE IS MARKET AND INCREASED MARKETED. YOU CAN GET IT HIGHER PRICED THAN OTHER STATES. IT'S COST-EFFECTIVE BECAUSE THERE IS A MARKET TO BUY THE HEROIN IS BROUGHT UP HERE. WE ARE SEEING SEEN THE EFFECTS OF IT IN BURGLARIES. AND THE STATE POLICE DOWN TO THE COMMUNITY FORUM IN MADISON, HE HAD AN OPPORTUNITY TO LISTEN TO PEOPLE WHO WERE VICTIMS OF BURGLARIES THAT WE WERE ABLE TO DO DETERMINE AS A RESULT OF PEOPLE LOOKING TO GET ITEMS THEY COULD CONVERT TO CASH TO SUPPORT THEIR DRUG HABITS. >>> SO ONE MORE TREATMENT OPTION IN SOUTH BURLINGTON BUT STILL, MANY MORE PEOPLE ARE GOING UNSERVED. HOW DO WE TACKLE THIS PROBLEM?

>> WITHOUT THE TREATMENT WE HAVE IDENTIFIED, WE NEED TO GET BETTER. WE NEED TO KEEP WORKING. WE NEED TO MAKE SURE WE ARE MOVING FORWARD IN THESE AREAS. FIRST, EDUCATION. WE NEED TO BE EDUCATING THE PUBLIC ABOUT THE PROBLEM AND DIFFERENT AVENUES WE CAN TAKE WITHIN COMMUNITIES TO ADDRESS IT. WE NEED TO BE EDUCATING OUR YOUNG IN VERMONT. WE NEED TO HAVE THAT EDUCATION IN SCHOOL. IT NEEDS TO BEGIN AT DINNER TABLES AT NIGHT. PARENTS NEED TO BE SITTING DOWN WITH THEIR KIDS AND HAVING THESE DISCUSSIONS ABOUT DRUGS, ABOUT THE DANGERS OF DRUGS, OPENING THE LINES OF COMMUNICATION. THAT IS AN ESSENTIAL PIECE OF THIS. WE ALSO NEED TO HAVE ENFORCEMENT THAT IS STRONG AND BASED ON MEANINGFUL LAWS. WE KNOW THAT WHEN WE HAVE PEOPLE COMING THEORY SELL DRUGS. WE NEED TO BE CREATING LIST FOR THEM. WE NEED TO BE CLEAR, JAMES MAY NOT BE THE ANSWER, MANY TIMES IT IS. THAT JAIL NEEDS TO BE SWIFT AND IT NEEDS TO BE ADEQUATE TO ADDRESS THE PROBLEM AND NEEDS TO HAVE A DETERRENT EFFECT. LASTLY, WE NEED TO MAKE SURE THAT WE HAVE AN ADEQUATE REHABILITATIVE RESPONSE IN THIS STATE. AS WE SAW IN THE CLIP, ONE OF THE THINGS THAT WE RECOGNIZED SINCE WE'VE SEEN THE PROBLEM ESCALATE IN VERMONT, IT'S BEEN SAID THERE IS A DRUG PROBLEM IN VERMONT AND WE NEED TO ESCALATE THE WAR ON DRUGS. MY RESPONSE IS WE NEED TO ESCALATE THE WAR ON ADDICTION. IF WE MAKE ADVANCES TO THE WAR ON ADDICTION WE'RE GOING TO NECESSARILY REDUCE THE AMOUNT OF DRUGS THAT ARE COMING IN THE STATE BECAUSE WE'RE GOING TO BE REDUCING THE NEED. STOWSO ON TO DO THAT WE NEED TO HAVE THE DISCUSSIONS WITHIN THE COMMUNITIES. PART OF THE RESPONSE TO THE OPIATE PROBLEM, THE STATE HAS TO BE COMMUNITY BASED. COMMUNITY NEEDS TO RECOGNIZE THE ISSUE AND IDENTIFY RESPONSES THAT WORK FOR THEM IN THEIR COMMUNITIES. THERE IS NO COOKIE-CUTTER ANSWER -- THERE MAY BE A DIFFERENT ANSWER FOR NEW PORT OR BENNINGTON AND MAY BE DIFFERENT FOR EVERY PLACE BUT COMMUNITIES NEED TO HAVE THE COMMUNICATIONS. THEY NEED ON TO MARSHAL THEIR RESOURCES IN THE COMMUNITY.

I THINK ABOUT THE RESOURCES AND BEING ABLE TO DIRECT LAW ENFORCEMENT ACTIVITIES IN DIRECTIONS THAT ARE NEEDED IS VERY WELL PUT. WE HAVE LIMITED RESOURCES IN VERMONT, ESPECIALLY IN LAW ENFORCEMENT. WE NEED TO BE ABLE TO UTILIZE OUR LAW ENFORCEMENT AND BE MORE PROTECTIVE WAYS THAT WE CAN. IT TAKES MUCH LESS TIME TO WRITE A CIVIL TICKET THAN GO THROUGH A COURT PROCESS. WE ARE ABLE TO ALLOCATE THOSE RESOURCES TO INVESTIGATING SOME OF THE OTHER PROPERTY CRIMES AND SOME OF THE DRUG RELATED OFFENSES THAT WE'VE SEEN. AND ALSO SOME OF THE HARDER DRUGS WE HAVE SEEN. THAT HAS TO BE A PRIORITY BECAUSE AT THE END OF THE DAY, MY GOAL AS COMMISSIONER AND MY MISSION IS TO MAKE SURE THAT WE ARE DOING EVERYTHING POSSIBLE TO KEEP PEOPLE SAFE. TO DO THAT, I HAVE TO MAKE SURE THAT I AM USING THE RESOURCES IN THE BEST WAY POSSIBLE.

>> AFTER PUSHING FOR DE-CRIMINALIZING SMALL AMOUNTS OF MARIJUANA LAST YEAR, THE GOVERNOR IS OPEN TO TALKING ABOUT LEGALIZING MARIJUANA IN VERMONT. THE CHANGE COMES AFTER THE DEPARTMENT OF JUSTICE SAID LAST WEEK IT WILL NOT STAND IN THE WAY OF STATES THAT IS PAT IS LEGAL. COLORADO AND WASHINGTON CAN MOVE AHEAD WITH PLANS TO REGULATE AND TAX MARIJUANA WITHOUT FEAR OF A FEDERAL CRACKDOWN.

>> I THINK IN VERMONT WE ARE SMART TO BE EVOLVING WITH THE REST OF THE COUNTRY ON THIS ONE. I APPLAUD THE DEPARTMENT OF JUSTICE FOR BEING MORE CLEAR ABOUT HOW THEY ARE GOING TO ENFORCE LEGALIZATION ISSUES.

>> CURRENTLY IN VERMONT, IF YOU CAUGHT WITH LESS THAN AN OUNCE OF POT YOU GET A CITATION LIKE A TRAFFIC TICKET. PASSING A LAW WAS A TOP PRIORITY. DURING THE CAMPAIGN HE HAS TRIED MARIJUANA. THAT DE CRIMINALIZING WILL FREE UP POLICE WILL FREE UP POLICE LIKE HEROIN. HE HAS TALKED WITH THE SAFETY COMMISSIONER AND HAS NO TIME LINE IN MIND BUT REGULATING POT COULD BRING IN CASH.

>> WE SHOULD HAVE AN OPEN AND HONEST CONVERSATION. WE SHOULD LEARN FROM WASHINGTON AND COLORADO BUT LET'S NOT GET TOO FAR AHEAD.

I THINK LAW ENFORCEMENT HAD TO BE EVOLVE IN SOME OF THE THINGS WITH REGARD TO MARIJUANA WHETHER IT'S DE-CRIMINALIZATION. THAT IS PART AND ADJUST THE CHANGES IN THE LAW. THAT IS JUST DOING THE JOB AND AT THE END OF THE DAY, YOU DON'T LOSE SIGHT OF YOUR MISSION. OUR MISSION IS TO MAKE VERMONT THE SAFEST PLACE IN THE COUNTRY TO LIVE. THAT IS THE MISSION WE'RE FOCUSED ON. THE SKY WILL NOT FALL.

THE QUESTION COMES UP FOR THE LAW ENFORCEMENT COMMUNITY WHAT IS THE WORLD WE CAN -- WHAT THE ROLE WE CAN PLAY IN THAT AND HOW CAN WE SHAPE THE RESPONSE. THAT IS CERTAINLY VERY COMPLEX QUESTION. THERE IS NO IDENTIFIABLE ANSWER TO IT OTHER THAN DOING WHAT WE'RE DOING. THAT IS REACHING OUT TO THE COMMUNITIES. ONE OF THE BEST WAYS WE'RE GOING TO FIND OUT HOW TO HELP COMMUNITIES IS TO SPEAK WITH COMMUNITIES. MAKE SURE WE UNDERSTAND THE ISSUES AND CONCERNS. MAKE SURE WE UNDERSTAND THE COMMUNITY RESOURCES THAT ARE AVAILABLE. WORK IN CONJUNCTION WITH OTHER PARTNERS. I SPENT A LOT OF TIME SPEAKING WITH THE LEADERSHIP AND LEGISLATURE, SENATOR TAMPA AND REPRESENTATIVE SMITH TO MAKE SURE WE ARE WORKING THE BEST WE CAN.
