>> LET'S BEGIN WITH THE GOVERNOR IS CURRENTLY IN CHINA. HE HAS A NINE DAY TRIP. HE HAS SEVERAL STOPS ON THE WAY. TALK TO US ABOUT THE IMPORTANCE OF THE TRIP?

>> WHAT I'VE HEARD FIRST OF ALL HE IS GETTING A GOOD PRESENTATION AND GOOD CROWDS. EVERY GOVERNOR HAS A DIFFERENT PERSONALITY. THIS PARTICULAR ONE DOESN'T GET THAT MUCH OF A THRILL FROM THE POMP AND CIRCUMSTANCE. HE WANTS TO GO FROM ONE THING TO ANOTHER. THEY ARE GETTING GOOD CROWDS AND INTEREST. THE REASON IS TO GENERATE INTEREST IN VERMONT, PRIMARILY THROUGH THE ED-5 PROGRAM BUT SELLING VERMONT AS WHOLE. FROM WHAT I HEAR RECENTLY THINGS ARE GOING WELL.

>> GOING WELL AS PEOPLE ARE SAYING, HEY, WE WANT TO BE PART OF THIS PROGRAM?

>> I THINK IT TAKES A WHILE TO CLOSE A DEAL. THEY ARE GETTING A LOT OF PEOPLE COMING TO LISTEN TO THE STORY. PEOPLE SEEM TO BE INTERESTED, A LOT OF POTENTIAL INVESTORS HAVE FAMILIES. VERMONT HAS A GOOD RANGE OF POST SECONDARY INSTITUTIONS, COLLEGES AND THE LIKE, THERE IS INTEREST IN THE VERMONT OFFERINGS. I'M QUITE CONFLICT WE'LL SEE A GOOD RETURN.

>> YOU REMEMBER WHEN HE WAS CAMPAIGNING, HE WAS CRITICIZED, DOES IT CHANGE WITH THE GOVERNOR?

>> I TRY NOT TO LOOK BACKWARDS. I KNOW THAT PETER IS LIKE, WHAT IS A TICK ON A HOUND. TRYING TO INCREASE THE NUMBER OF GOOD PAYING JOBS IN VERMONT. HE IS WILLING TO DO THINGS HE DOESN'T ENJOY DOING IN HIS OFF TIME AND GOING AND TRAVELING AND PROMOTING VERMONT AND ENCOURAGING INVESTMENT IS PART OF HIS JOB. I THINK MOST PEOPLE ARE PROBABLY GLAD HE IS DOING IT.

>> DO YOU EVER WORRY ABOUT CLOSE RELATIONSHIPS. VERMONT IS A SMALL STATE AND HE IS NOW ON A TRIP, KEY MEMBER OF HIS STAFF. STATE REGULATES BECAUSE THEY HAVE TO ISSUE PERMITS, SHOULD PEOPLE BE CONCERNED ABOUT THIS REALLY CLOSE RELATIONSHIP THAT EXISTS?

>> I THINK TWO THINGS. YOU SHOULD BE CONCERNED BUT WE SHOULDN'T BE DOING WHAT WE'RE DOING. IT'S A SMALL STATE AND IT IS. OVER THE LAST DECADES, THERE ARE ALL KINDS OF CLOSE RELATIONSHIPS. I CAN THINK OF TIMES IN PREVIOUS ADMINISTRATIONS, SECRETARIES AND COMMISSIONERS THAT ARE HUSBAND AND WIFE AND OTHER RELATIONSHIPS YOU NEED TO BE CAREFUL OF AND MAKE SURE YOU ARE NOT DOING ANYTHING UNTOWARD. I THINK THAT IS CASE. SHE IS BORN AND BRED VERMONTER AND HAS EXPERIENCE IN STATE GOVERNMENT AND WAS LOOKING SOMETHING DIFFERENT IN HER PART OF THE STATE. SHE LOVES TO SKI. THE OPPORTUNITY INVOLVED TO WORK WITH BILL AND THE REST OF CREW WAS DOING I THINK IT WILL BE A GREAT FOR HERE CAREER DEVELOPMENT. PROBABLY THOSE KINDS OF RELATIONSHIPS AS LONG AS YOU DON'T DO ANYTHING UNETHICAL OR CONFLICTS OF INTEREST PROBABLY HELP.

>> DO YOU THINK THE NORTHEAST AND CREATION OF A TEN THOUSAND JOBS, WE HEAR FROM PEOPLE WHO SAY IT IS HARD TO IMAGINE THIS WILL AND IT COULD END BAD?

>> I HOPE IT DOESN'T END BAD. MANY PARTS OF THE STATE DEPARTMENT TO MAKE SURE THERE IS WORK FORCE IS THERE AND HOUSING IS AVAILABLE AND INFRASTRUCTURE IS IN PLACE. IT'S NOT GOING TO BE WAKE UP AND THERE IS 10,000 JOBS THERE. IT'S GOING TO EVOLVE OVER TIME. IT'S PRETTY EXCITING THING FOR THE NORTHEAST CORRIDOR. I WAS UP THERE IN THE LAST WEEK. RAN INTO PEOPLE THAT WERE EXCITED ABOUT THE PROSPECTS.

>> WITH MORE STATES GETTING INTERESTED IN USING THE PROGRAM AND THE FIGURE VERMONT BRINGS IN 25% OF THE ED-5 DOLLARS, HOW CAN VERMONT CONTINUE TO UTILIZE THIS PROGRAM AS WELL AS WE HAVE?

>> I THINK WE TRY TO MAXIMIZE IT. I THINK IT LEVELS OFF. TAKE ANOTHER EXAMPLE, THE INSURANCE INDUSTRY AND WE ARE BENEFITING BY OUR NATIONAL LEADERSHIP POSITION. THAT SAID MANY OTHER STATES HAVE GOTTEN INTO THAT GAME AND THERE ISN'T THE KIND OF GROWTH NOW GOING FORWARD AS THERE WAS 10, 15 YEARS AGO. THE ED-5 PROGRAM THE GROWTH CURVE WILL MODERATE IN THE FUTURE. UNTIL THAT HAPPENS WE WANT TO TAKE FULL ADVANTAGE OF IT AND LOOKING OUT FOR THE NEXT OPPORTUNITIES WE CAN GET AHEAD.

>>> VERMONT TOOK THE ADVANTAGE TO CREATE AN EXCHANGE FROM OCTOBER 1st, THAT GOES ON LINE BUT INDIVIDUALS WON'T BE ABLE TO PURCHASE PLANS UNTIL LATER IN THE MONTH. IS THAT A SETBACK?

>> I DON'T THINK IT'S A SET BACK. I NOTICED ON THE INTO THE NEWS FEDERAL EXCHANGE WON'T BE READY FOR PURCHASING UNTIL NOVEMBER. SO I DON'T THINK IT'S ANY DIFFERENT WITH ALL THOSE STATES, LET'S LET THE FEDS DO IT. I WAS TALKING TO OUR DIRECT OF HEALTH CARE WHO IS TRAVELING THE STATE ALMOST EVERY DAY TO DO DIFFERENT SESSIONS WITH BUSINESSES AND INDIVIDUALS. SHE WAS RECENTLY ASKED OF THIS GROUP, IF YOU HAD THE OPPORTUNITY HOW MANY OF YOU WOULD LIKE TO PAY YOUR BILL FOR YOUR HEALTH INSURANCE PROGRAM INSTEAD OF GOING INTO EFFECT OCTOBER 1st AND INSTEAD JANUARY. I REALLY DON'T THINK THERE IS ANY LOSS FROM A PRACTICAL STANCE.

>> PUBLIC STANDPOINT?

>> I REALLY DON'T. I THINK PEOPLE ARE NOT EXPECTING ON OCTOBER 1 THE WHOLE WORLD IS GOING TO CHANGE. EXCHANGE WILL BE UP AND PEOPLE CAN START SHOPPING. I DON'T THINK PEOPLE -- I DON'T THINK VERY MANY PEOPLE WOULD GO ON DAY ONE AND THAT IS IT. I'M READY TO GO. I WANT TO SEND MY CHECK TODAY. I CAN DO THIS PLAN OR THAT PLAN. I NEED TO TALK MORE WITH MY EMPLOYER. THE REALITY ON OCTOBER 1 IS THE END OF THE BEGINNING AND BEGINNING OF THE NEXT STAGE. BETWEEN OCTOBER AND JANUARY, EVEN JANUARY AND FEBRUARY IS REALLY WHERE THE PEOPLE ARE GOING TO START PAYING ATTENTION. I THINK THEY WILL PROBABLY STARTING SOME OF THE ADVERTISING, BEEN TO SOME OF THE COMMUNITY EVENTS. NOW THERE IS THE ABILITY TO HAVE INFORMED THEIR EMPLOYEE THEY ARE UNDER 50. IT'S ALL RIGHT TO SAY ON THE AIR HERE. I DO THINK THIS IS A NEW GAME FOR A LOT OF PEOPLE. DON'T FORGET WE ARE TALKING ABOUT MAINLY INDIVIDUALS AND PEOPLE THAT WORK FOR EMPLOYERS WITH LESS THAN 50. IF YOU WORK FOR STATE OF VERMONT OR SOME LARGE EMPLOYEES, THERE IS NO CHANGE FOR YOU RIGHT NOW.

>> THE CHANGE WILL BE COMING NEXT YEAR?

>> BUT PEOPLE ARE STARTING TO SAY AM I INVOLVED WITH THIS? MANY THOUSANDS WILL BE. MORE PEOPLE WON'T BE AT THIS STAGE. ACTUALLY, I WOULD LIKE TO TAKE THIS OPPORTUNITY. I DOUBT THERE SENIOR MANY STATE EMPLOYERS OR CONTRACTORS THAT ARE WORKING ON THE EXCHANGE THAT ARE LOOKING AT THIS PROGRAM RIGHT NOW BECAUSE THEY ARE WORKING SEVEN DAYS A WEEK OVERTIME. SHIFTED TO MAKE SURE THE EXCHANGE IS UP AND RUNNING. I AM SO PROUD OF THE MANY STATE EMPLOYEES THAT HAVE REALLY WORKING THEIR TAILS OFF TO MAKE SURE THE EXCHANGE IS UP AND RUNNING. WE'LL BE GLAD WE DID OUR OWN EXCHANGE. THAT WILL TAKE TIME TO PROVE THAT. WE ARE USING CONTRACTORS. THE COMPANY AND PRIMARY COMPANY THAT WILL BE HOSTING THE EXCHANGE AND CLOUD BASED SYSTEM. THE PRIMARY CONTRACTOR IS ALSO THE CONTRACTOR THAT IS DOING THE FEDERAL EXCHANGE. WE'RE NOT OUT THERE SORT OF TOTALLY OUT IN A SEA BY OURSELVES HERE. I THINK HAVING THE CONTROL OF OUR OWN EXCHANGE WILL PROVE BENEFICIAL IN THE LONG RUN. I THINK THERE IS NO QUESTION THAT A BIG CHANGE HERE AND BIG TECHNOLOGICAL LEAP. THERE ARE LIKELY TO BE HICCUPS ON THE WAY.

>> I WAS GOING TO ASK YOU, WHAT ARE SOME OF THE THINGS -- PEOPLE THAT WORKED ON THE EXCHANGE HAVE CERTAIN EXPECTATIONS AND THERE COULD BE PROBLEMS. WHAT ARE YOU HEARING MIGHT BE SOME OF THE HICCUPS?

>> I CAN'T PREDICT WHAT THEY MIGHT BE. WHAT WE HAVE SAID RIGHT ALONG WE ARE STARTING WITH A CORE PROGRAM AND WANTED TO CONTINUE TO ADD EXTRA BELLS AND WHISTLES AS WE GO ELECTION. I EXPECT WE'LL DO THAT. AS WE GO ALONG. PEOPLE WILL BE OVERLY IMPRESSED.

>> I SAID 24 HOURS A DAY DIFFERENT SHIFTS. NOBODY IS WORKING 24 HOURS A DAY.

>> OKAY. PEOPLE HAVE BEEN -- OKAY, FAIR ENOUGH. LET'S TALK ABOUT THE GOVERNOR'S PLAN HERE. HIS PLAN IS MOVE THE STATE SINGLE PAYER SYSTEM BY 2017. IS THAT STILL THE TARGET. HOW MUCH WOULD YOU BET THAT IS GOING TO HAPPEN?

>> CERTAINLY I AM NOT THE TYPE THAT BUYS A LOTTERY TICKET.

>> I UNDERSTAND YOU SUPPORT THE SCHOOL SYSTEMS.

>> I THINK WE'RE GOING TO GET THERE. THIS GOVERNOR, HE IS AN ENTREPRENEUR AND HE LIKES TO PUSH AS HARD AS HE CAN. WE'RE HOPEFUL TO GET THERE IN 2017. THAT IS OUR TARGET.

>> HE WANTED TO GET THERE IN 2014.

>> HE DID. I THINK IT'S A GOOD IDEA TO HAVE GOALS THAT ARE NOT UNDER STRETCHING. I THINK WE HAVE SOME WAY WHAT WE ARE PLANNING TO WORK FOR. IF I WERE TO ASK KRISTIN OR KYLE, DO YOU THINK IT'S A GOOD IDEA THAT HEALTHCARE IS RELATED TO YOUR PLACE IN BUSINESS, IF YOUR BUSINESS WENT OUT OR DOWNSIZED AND WANTED TO TAKE A NEW JOB YOU MIGHT LOSE YOUR HEALTH INSURANCE? MOST PEOPLE WOULD SAY NO. DO YOU THINK IT'S A GOOD IDEA WE HAVE AN UNBELIEVABLE AMOUNT OF PAPERWORK THAT WE CAN SIMPLIFY TO MOVE TO A SINGLE PAYER SYSTEM -- I CAN SEE THAT I THINK PEOPLE UNDERSTAND WHERE WE'RE TRYING TO TAKE THEM, THERE WILL BE SUPPORT. THE GOVERNOR SEES THIS AS A COMPETITIVE ADVANTAGE, BEING AHEAD LIKE ANY OTHER BUSINESS IS PROBABLY NOT GOING TO GET FAR AHEAD IF WE CAN BE THE FIRST STATE THAT HAS A PUBLICLY FINANCED HEALTHCARE SYSTEM THAT COST LESS THAN IT OTHERWISE WOULD AND IS NOT TIED DOWN TO EMPLOYMENT, I THINK IT WILL BE ATTRACTIVE TO EMPLOYERS AND HEALTHCARE PROFESSIONALS.

>> WHY DO YOU THINK IT WILL BE ATTRACTIVE TO HEALTHCARE PROFESSIONALS. WE'RE ON HEARING FROM DOCTORS AND THEIR INDUSTRY IS BEING YOU GRADUATE FROM SCHOOL WITH A MORTGAGE AND DEBT AND COME HERE, WITH THE COSTS AND WHAT YOU CAN DO THEY CAN GO SOMEWHERE ELSE AND TRIPLE THEIR INCOME, WILL THERE WILL BE A DRAIN OF HEALTHCARE PROVIDERS IN THE STATE?

>> I DON'T THINK SO. THERE ARE PEOPLE THAT ARE MOTIVATED BY DIFFERENT THINGS. MAYBE THERE IS SOME HEALTH CARE PROFESSIONALS BY MAKING THE MOST MONEY THEY POSSIBLY CAN. MOST HEALTHCARE PROFESSIONALS ARE MOTIVATED BY PROVIDING HEALTHCARE. THEY GO AND TAKE THE OATH. YOU SEE MORE AND MORE PHYSICIANS IN VERMONT ALREADY WORKING FOR HOSPITALS NOW AS OPPOSED TO BEING PRACTITIONERS. THE IDEA OF DEALING WITH ALL THE PAPERWORK AND MYRIAD OF FEDERAL REGULATIONS IS A DISCOURAGEMENT FOR MANY HEALTHCARE PROFESSIONALS. THERE MAY BE SOMETHING GENERATIONAL ABOUT IT BUT IF YOU ARE USED TO THE OLD SYSTEM, YOU ARE NERVOUS ABOUT THE NEW SYSTEM. SOMEBODY COMING INTO THE NEW SYSTEM IS NOT GOING TO BE A BIG DEAL FOR YOU. OVERALL, WE'RE GOING TO MAKE LIFE BETTER FOR PHYSICIANS, NOT WORSE.

>> WE ARE GOING TO TAKE A BRIEF BREAK. WE HAVE A LOT MORE TO COME

>>> WELCOME BACK. WE ARE CONTINUING TO TALK TO ADMINISTRATION SECRETARY JEFF SPAULDING.

>> THE BUDGET WAS ABOUT -- IN ORDER TO COME OUT FLAT, ARE WE IN DECENT THIS YEAR?

>> WE HAVE MAJOR CHALLENGES AHEAD. WE HAVE RELIED TO AN EXTENT MORE WHAT WE WOULD LIKE TO, ONE TIME FUNDS. FUNDS WE DON'T KNOW FOR SURE THAT ARE GOING TO REOCCUR IN THE NEXT YEAR. WE ARE HOPING TO WEAN OURSELVES OFF OF THAT. IN THE CURRENT FISCAL YEAR, IT WAS BUILT ON A REVENUE FORECAST AND FORECAST SEEMS TO BE ON TARGET IN TERMS OF WHAT IS COMING IN. FOR THE CURRENT FISCAL YEAR WE ARE LIKELY TO HAVE SOME UNANTICIPATED EXPENSES AS THE FEDERAL GOVERNMENT CUTS BACK ON CERTAIN PROGRAMS, NOT TALKING ABOUT A POTENTIAL SHUTDOWN BUT SEQUESTRATION, THAT IS SOMETHING WE MAY HAVE TO DEAL WITH WHEN WE GET BACK IN JANUARY. BY AND LARGE, THIS YEAR IS OKAY. NEXT YEAR THE REVENUES ARE ANTICIPATED TO GO UP ACCORDING TO THE FORECASTS, SAME FORECASTS THAT HAVE BEEN AROUND FOR COUPLE OF DECADES. GOING UP MAYBE 5.5% IN THE NEXT YEAR. SO WE SHOULD HAVE $70 MILLION IN NEW REVENUES COMING IN TO HELP US WITH THE ONE TIME FUNDING WE SPENT. WE HAVE SOME CHALLENGES, AS WELL. WE HAVE INCREASED COMPENSATION AND PENSION COSTS AND PEOPLE FEEL LIKE THERE ARE CERTAIN CASE LOADS THAT ARE NOT ADDRESSED. WE DO HAVE CHALLENGES AND WE HAVE THEM EVERY YEAR. I DON'T SEE ANY DIFFERENT THAN PREVIOUS YEARS. I'M SURE THERE ARE PEOPLE WORK IN STATE GOVERNMENT AND ADVOCATES ARE WONDERING WHY WOULD THE GOVERNOR NOT INFUSE THE BUDGET INSTRUCTIONS TO THEIR COMMISSIONERS IN THEIR DEPARTMENT AND MANAGERS SAYING, WHEN YOU DRAFT YOUR BUDGET PROPOSAL FOR CONSIDERATION THIS FALL START WITH LEVEL FUNDING. IF YOU WANT ANY MORE POSITIONS OR NEW SERVICES, YOU HAVE TO RE-ALLOCATE IN THE CURRENT YEAR. THAT IS NOT AN ENDING POINT. IF WE WERE LUCKY OVERALL WHETHER WE ARE DONE, SOME CAN POTENTIALLY GO UP AND SOME CAN GO DOWN. WE WOULD LIKE TO BE SOMEWHERE AROUND THE SAME LEVEL WE SPENT IN THE CURRENT FISCAL YEAR. IT'S AN AGGRESSIVE TARGET BUT WE WANTED TO LIVE WITHIN THE REVENUES WE HAVE BOTH NEW AND ANY ADDITIONAL ONE TIME FUNDS THAT APPEAR, WE WOULD UTILIZE SOME OF THOSE, AS WELL. I DON'T WANT TO MISS SAYING THAT WE HAVE OUR FULL RAINY DAY FUND. IT'S AMAZING GOING THROUGH THE GREAT RECESSION AND WE NEVER TOUCHED THOSE RAINY DAY FUNDS. THAT IS ABOUT $65 MILLION IS SITTING THERE IN CASE WE NEED IT. WE DIDN'T USE IT AND DON'T INTEND TO USE IT. WHEN THE LEGISLATURE WENT HOME THIS YEAR, THEY GAVE $6.5 MILLION TO THE SECRETARY OF ADMINISTRATION TO UTILIZE FOR ANY FEDERAL CUTS. WE HAVEN'T TOUCHED THAT. I WOULD ANTICIPATE THAT WE WILL PROBABLY UTILIZE SOME OF THOSE FUNDS. WE HAVE CHALLENGES BUT I THINK WE ARE PREPARED TO MEET THOSE CHALLENGES.

>> YOU'VE BEEN IN STATE GOVERNMENT FOR DECADES. DO YOU THINK SOMETIMES YOU SEE THIS HAPPEN WHEN TIMES ARE GOOD, WHEN TIMES ARE BAD GOVERNORS PULL BACK AND THEY CUT. DO YOU THINK THERE ISN'T ENOUGH LONG RANGE THINKING WITH ELECTIONS COMING EVERY TWO YEARS?

>> I THINK WE WOULD ALL BE BETTER OFF IF THERE WAS MORE LONG-TERM PLANNING AND OTHER POLICY ANGLES. WHAT IS MOST IMPORTANT I THINK THAT MANY PEOPLE ARE STARTING TO REALIZE THAT I DON'T THINK WE ARE IN TIMES LIKE TWO DECADES AGO WHERE WE HAVE FEAST OR FAMINE CYCLES. IT'S BEEN TIGHT FOR SEVERAL YEARS AND IT'S BEEN TIGHT FOR SEVERAL YEARS. ECONOMIC GROWTH IN VERMONT IS HAPPENING. THIS LAST YEAR, STATE REVENUES WENT UP 6.5%, THAT IS PRETTY GOOD COMPARED TO THE YEAR BEFORE. I DON'T SEE ANY TIME IN THE COMING YEAR, WE'RE GOING TO HAVE ALL THIS EXCESS REVENUE WE'RE GOING TO SPEND. I THINK WE'RE GOING TO HAVE TIGHT BUDGETARY TIMES FOR THE NEXT FEW YEARS, AS WELL.

>> LET'S TALK ABOUT THIS INFORMATION THAT PEOPLE ARE HANDING OUT IN WASHINGTON. THERE COULD BE REAL THREAT OF A GOVERNMENT SHUTDOWN. HOW DOES THAT IMPACT VERMONT?

>> IT'S A PRETTY COMPLICATED SITUATION. I HEARD A NEWS REPORT ON FRIDAY WHERE HOUSE SPEAKER JOHN BOEHNER THAT HE DIDN'T THINK THERE WOULD BE A FEDERAL SHUTDOWN AND HOUSE WOULD BE MOST LIKELY PUSH THAT.

>> IT SOUNDS LIKE IT'S BEEN TAKEN OFF THE TABLE?

>> IT SOUNDS LIKE THEY DON'T WANT TO SEE A SHUTDOWN. I'M PRETTY CONFIDENT TO SAY IF THERE WERE IT WOULDN'T LAST VERY LONG. I DON'T THINK PEOPLE PEOPLE WANT TO SEE THAT. THE WORST PART ABOUT A GOVERNMENT SHUTDOWN IT RESTORES BUT IT'S NOT GOOD FOR INDIVIDUALS AND MORALE AND SO FORTH. BEYOND THAT IF THERE WERE A FEDERAL GOVERNMENT SHUTDOWN IT IS COMPLEX. MANDATORY PROGRAMS BY AND LARGE ARE NOT IMPACTED BY A FEDERAL SHUTDOWN. THINGS LIKE SOCIAL AND MEDICAID WOULD NOT BE, SOCIAL SECURITY AND MEDICAID WOULD NOT BE IMPACTED. THERE ARE SOME EXCEPTIONS FOR THAT. THERE ARE OTHER PROGRAMS THAT ARE DISCRETIONARY THAT MIGHT CEASE. WHAT WE USED TO CALL FOOD STAMPS IS THROUGH THE AGRICULTURAL APPROPRIATION AND THAT COULD BE PUT ON HOLD FOR A WHILE.

>> WOULD THAT BE SOMETHING YOU WOULD USE DISCRETIONARY FUNDING?
