Most of those who walk through the doors of the People's Health and Wellness Clinic in Barre are uninsured and come to receive free care.
Saturday Governor Peter Shumlin showed up to see how the operation works.
"This is an example of where the Affordable Care Act is really going to make a difference for Vermonters who are struggling to get access to health care," Shumlin said.
When the state's health exchange opened October first, patients also began receiving guidance for purchasing coverage.
The center's director, Peter Youngbaer, says it's a natural extension of their previous work connecting individuals with state and federal assistance.
"There's sort of a whole group of people that are easy and simple and then there's other people who are still in uncertain mode," said Youngbaer.
Glitches with the federal and state systems meant pushing back appointments and filing paper applications.
Youngbaer says they expect a demand spike in November when administrators promise the exchange's technical issues will be resolved.
"It's getting better everyday - to say that I'm pleased... Not yet, but everyday it's getting better," Shumlin said.
He says issues with the site and revelations that a D-C based P-R company likely over charged the state, conducting media research on the exchange, are secondary to success come January when plans take effect.
The goal is to put the 10 free health clinics out of business by getting everyone covered.
"Yeah, although that's not going to happen," Youngbaer said.
About 15,000 previously uninsured Vermonters are expected to be newly-covered by the exchange.
But others will no longer be able to afford it, faced with more expensive offerings than before... and groups like refugees and migrant workers largely don't fit within the system.
Clinics officials say to call ahead if you want to schedule an appointment.
