Concerns raised about Vt. biomass plant traffic

SPRINGFIELD, Vt. (AP) - A hearing officer has recommended that a state certificate not be granted to a proposed biomass energy plant in North Springfield, Vt., after expressing concerns about traffic.

Two developers are seeking a certificate of public good from the state Public Service Board to build the wood-burning power plant in the North Springfield Industrial Park.

Hearing officer John Cotter said in a document Friday that truck traffic to and from the plant would have an undue impact on the community and its narrow streets. He did say the project could benefit the region in terms of wages, jobs and taxes.

Parties have until the end of November to comment.

The town has approved an agreement with the developers and the Agency of Natural Resources has issued an air quality permit.
