>> OBVIOUSLY THE FOCUS OF THIS SESSION THUS FAR HAS BEEN LARGELY ON OPIATE ADDICTION. HE SPENT ENTIRE THING OF THE ISSUE. AS SOMEBODY BEEN IN THIS, YOU HAVE TACKLED THE ISSUE BEFORE.

>> IT'S APPROPRIATE THE GOVERNOR DISCUSSED IT, AS YOU MIGHT KNOW AFTER THE STATE OF THE STATE, I DID RELEASE A STATEMENT. I WAS AGAIN, I APPLAUD HIM BRINGING THIS UP. WE HAVE OTHER ISSUES WE HAVE TO DEAL WITH, AS WELL. SOME OF THOSE ARE BEING THE ECONOMY, JOBS, OUR FUTURE AND HOW WE ARE GOING TO PAY FOR A LOT OF THINGS. I WAS HOPEFUL THAT THE GOVERNOR WOULD SPEAK ABOUT THAT IN THE BUDGET ADDRESS, AS WELL. AGAIN, I THINK IT'S APPROPRIATE THAT THEY ARE TALKING ABOUT IT. WE HAVE SOMETHING WE SHOULD BE SOMETHING FOCUSING ON. IT AFFECTS EACH AND EVERY ONE OF US. I DON'T THINK ANYBODY DOESN'T HAVE A STORY TO TELL ABOUT A FAMILY MEMBER OR SOMEBODY THEY KNOW THAT HAS BEEN AFFECTED BY THIS HUGE ADDICTION PROBLEM.

>>> YOU MENTIONED THAT YOU WERE HOPING THE GOVERNOR WOULD TOUCH ON THE ECONOMY AND JOBS. HE DID TOUCH ON THOSE ISSUES IN THE BUDGET ADDRESS. OBVIOUSLY HE WASN'T FOCUSING ON ONE TOPIC. DID YOU HEAR WHAT YOU WANTED TO HEAR IN THE BUDGET ADDRESS AND WHAT WAS MISSING IN YOUR OPINION?

>> I THINK IT DOESN'T MATTER WHAT WAS SAID IS WHAT WE DO. I THINK I'M ASKING LEGISLATORS INDIVIDUALLY TO TAKE A LOOK AT BILLS THAT THEY ARE ADDRESSING AND ASK THEM WHETHER IT HELPS IN THE FUTURE WITH OUR ECONOMY. IT HELPS WITH JOB CREATION. WE FACING AN ISSUE IN THE STATE ON MULTITUDE OF LEVELS. ONE BEING THAT POPULATION IS SOMEWHAT STAGNANT. I THINK WHEN I TRAVEL THROUGHOUT THE STATE ON EVERYDAY JOB I TALK WITH EMPLOYEES AND EMPLOYERS, BUT THE EMPLOYEES ARE STRUGGLING. THEY ARE HAVING DIFFICULTIES MAKING ENDS MEET. THEY ARE WORKING TWO OR THREE JOBS AND NOT ABLE TO PAY FUEL BILLS OR PAY FOR GAS FOR THEIR CARS, NOT BUT FORTUNATE TO OWN THEIR OWN HOMES YOU BUT NOT ABLE TO PAY FOR THEIR PROPERTY TAXES. THERE ARE CONCERNS ABOUT THAT. IT'S THE AFFORDABILITY OF VERMONT THAT IS REALLY A CRISIS THAT WE ARE FACING. I THINK THE ONLY WAY WE CAN ADDRESS THAT, ONE OF THE WAYS IS TO GROW THE ECONOMY. I'M ASKING LEGISLATORS TO TAKE A LOOK AT THAT AND EACH BILL THAT COMES THROUGH, DOES THIS HELP IN ANY WAY FOR OUR FUTURE IN TERMS OF JOBS AND SO FORTH IN CREATION.

>> THE ECONOMY CAN'T GROW FROM LEGISLATORS FROM OUTSIDE SO WHAT WOULD YOU WANT LEGISLATURE TO DO TO CREATE NEW JOBS?

>> AGAIN, WE HAVE TO COMPETE. BOTH RETAIL LEVEL AND WORLDWIDE LEVEL. WE ALWAYS COMPETE WITH NEW HAMPSHIRE AND COMPETE WITH NEW HAMPSHIRE WITH NO INCOME TAX, NO SALES TAX AND NO CORPORATE TAX, IT'S DIFFICULT. NOW, WE ARE FACED WITH ANOTHER NEMISIS WITH NEW YORK. THEIR PROMISES AND INCENTIVES ABOUT BREAKING JOBS AND BRINGING CORPORATIONS TO THEIR STATE TO GROW A TEN-YEAR PROVISIONS FOR TAX -- NO TAXES. I'M NOT SAYING THAT WE CAN DIRECTLY COMPETE BUT WE HAVE TO BE AWARE. WE HAVE TO DO WHATEVER WE CAN. WE HAVE TO SEND THE MESSAGE THAT WE WANT BUSINESSES TO COME. THE GOVERNOR 101 PERSONALLY, WE ARE WORKING TO DO THAT, ONE ON ONE AND WE HAVE TO JOINTLY ALTOGETHER AND PULL IN THE SAME DIRECTION BUT DO SO IN A MANNER THAT IS CONDUCIVE TO A BETTER CLIMATE FOR THE JOB CREATION. I THINK OUR MULTITUDE OF LEVELS, WE TALK ABOUT PERMITTING AND TAX INCENTIVES BUT EVERY I TALK ABOUT CONCERNS OF THE STATE, CONCERNS ABOUT UTILITY COSTS AND CONCERNS ABOUT WORK FORCE DEVELOPMENT. THE OTHER QUESTION IS THEY ASK ABOUT HEALTHCARE. WHAT ARE YOU DOING WITH HEALTHCARE. I HEAR THE UNCERTAINTY ABOUT OUR FUTURE IN THAT REGARD.

>> CERTAINLY WE WANT TO GET TO HEALTHCARE. LAST YEAR ON TAXES AT THE LEGISLATURE THERE WAS A REFORM PACKAGE PROPOSED. THAT IS EXPECTED TO COME BACK THIS YEAR AS WELL AS DISCUSSION ABOUT OUR EDUCATION FUNDING MEASURES ARE STILL THE RIGHT WAY TO DO EDUCATION IN THE STATE. WHAT IS YOUR OPINION ON BOTH MEASURES?

>> WITH EDUCATION FINANCE IT'S APPROPRIATE FOR US TO BE DISCUSSING ABOUT A FORMULA CHANGE, PUTTING OUR FUTURE ON THE BACKS OF THOSE THAT JUST OWN PROPERTY. SOME ARE DISCONNECTED FROM THAT. IT MAY BE TIME FOR A CHANGE ALL ALONG, WE CAN REARRANGE THE CHAIRS. WE CAN COME UP WITH A DIFFERENT FORMULA, BUT IF WE DON'T ADDRESS THE SPENDING WE'RE GOING TO HAVE THE FUNDING COME OUT OF ANOTHER POCKET.

>> SCHOOLS ARE SAYING, THE SCHOOLS SAY IF YOU ARE GOING TO CHANGE, YOU HAVE TO CUT SERVICES SOMEWHERE. WHAT SERVICES DO THEY NEED NOT NEED A SECOND LANGUAGE. WE'RE TALKING ABOUT SERVICE CUTS HERE.

>> I THINK THERE ARE THINGS WE HAVE TO FACE IN BUSINESS, WE HAVE TO FACE THEM FROM A STATE PERSPECTIVE. AT SOME POINT THERE IS BREAK EVEN POINT, A POINT WHERE YOU GO OVER THE CLIFF SO TO SPEAK. I DON'T BELIEVE WE CAN AFFORD ANY MORE TAXES.

>> CAN VERMONT TAKE THAT POSITION WHEN THE GOVERNOR IN HIS BUDGET ADDRESS LAID OUT A 5% GROWTH AS THE LEGISLATURE'S FINANCIAL RESEARCH, HE CALLED IT A 3.5%. WHATEVER IT MAY BE, IT'S NO SMALL POTATOES GIVEN THAT THE PROPOSAL ON THE TABLE IS A 5% RAISE, IS THAT HYPOCRITICAL?

>> WE ALWAYS HAVE A CRISIS FOR THE BUDGET, A SHORTFALL. THIS YEAR WAS NO DIFFERENT. IN THE LAST THREE OR FOUR YEARS, $50 MILLION OR $70 MILLION HOLE IN THE BUDGET. WE ARE ABLE TO GET SOMETHING TOGETHER TO MAKE IT WORK. THAT HAS BEEN DONE ON ONE TIME BUT ALWAYS RELYING ON THE FEDERAL GOVERNMENT TO COME THROUGH WITH ONE TIME FUNDS IN DIFFERENT AREAS OR SETTLEMENTS, WITH THE TOBACCO TAX AND OTHER AREAS. WE CAN'T CONTINUE THAT. THAT IS NO WAY TO BUDGET. I THINK YOU HAVE TO USE ONE TIME FUNDS FOR ONE TIME EVENTS. OUR APPETITE IS BIGGER. IF WE'RE NOT WILLING TO CUT PROGRAMS AND WE DON'T HAVE THE CAPACITY TO RAISE TAXES, THEN THE ONLY OTHER WAY I CAN SEE WE CAN DO THIS IS GROW THE ECONOMY. WE NEED BETTER JOB CREATION. WE NEED HIGHER WAGES, BUT THAT COULD BE FROM COMPETITION BY BRINGING COMPANIES IN. WE NEED AN ENVIRONMENT THAT IS CONDUCIVE TO GROW FOR THOSE BUSINESSES ARE STILL HERE. WE HAVE TO PAY ATTENTION TO THEM, AS WELL.

>> ONE AREA THE GOVERNOR WANTS TO SPEND MORE MONEY, HE CALLS IT THE CRISIS, AN ADDITIONAL $10 MILLION FOR NEW TREATMENT OPTIONS. WITH THE FACT THAT TOURISM IN OUR STATE IS MAJOR PIECE, $250 MILLION IN TAXES AND FEES. VERMONT MAY GET A REPUTATION OF A DRUG ISSUE. DO YOU WORRY THAT MESSAGE THAT VERMONT HAS A DRUG PROBLEM?

>> IT CONCERNS ME. AT THE SAME TIME WE CAN'T PUT OUR HEADS IN THE SAND. WE HAVE TO ADDRESS THE ISSUE. I THINK, AGAIN, IT'S APPROPRIATE FOR US TO DO SO BECAUSE IN SO MANY DIFFERENT WAYS. I THINK WE COULD HAVE A FULL CORPS PRESS. TOURISM IS ONE OF OUR TOP INDUSTRIES AND WE SHOULD BE ADVOCATING AT THE SAME TIME. WE WANT PEOPLE TO STAY AND WE WANT PEOPLE TO GROW AND PROSPER. I THINK THERE COULD OR WE COULD ADDRESS THE PROBLEM OR USE ONE TIME FUNDS TO ENCOURAGE THE MARKETING APPROACH FOR TOURISM.

>> YOU'VE ALSO SAID, DID A SPEECH AT AN ENERGY CONFERENCE EARLIER THIS YEAR. YOU THINK THE LEGISLATURE IS SPENDING TOO MUCH TIME ON SOCIAL ISSUES WHAT ISSUES ARE THOSE?

>> MAYBE WE SHOULDN'T BE SPENDING AS MUCH TIME ON SOCIAL ISSUES BUT WHAT WE'VE DONE OVER THE LAST SESSION, WHEN I THOUGHT WE SHOULD BE SPENDING TIME REALLY ADDRESSING THE ECONOMY, WE ADDRESSED THE ISSUE OF LICENSES FOR ILLEGAL IMMIGRANTS, DEATH WITH DIGNITY. DECRIMINALIZATION OF POT AND ALSO UNIONIZATION. THOSE ISSUES ARE IMPORTANT TO A LOT OF PEOPLE. I'M NOT DIMINISHING THAT, BUT AT THE SAME TIME I THINK IT'S HIGHER PRIORITY FOR PEOPLE TO PROSPER AND WORK AND PAY THEIR BILLS AND LIVE A QUALITY LIFE. THE ONLY WAY YOU CAN DO THAT IS HAVING OPPORTUNITIES. WE'VE LOST A HUGE SEGMENT OF OUR POPULATION, 25-45 AGE GROUP, WE'VE LOST FROM 2000 TO 2010 CENSUS, WE HAVE LOST 30,000 PEOPLE. THAT IS OUR FUTURE AND WORK FORCE. WE HAVE TO ADDRESS THAT AND WE HAVE TO AGAIN PRIORITIZE THAT OR AT LEAST PUT IT ON THE SAME LEVEL AS WE DO OTHER ISSUES THAT WE ARE ADDRESSING.

>> THE GOVERNOR PROPOSED LAST YEAR A GOOD AMOUNT OF ATTENTION IN THE MEDIA, A PROPOSAL TO HELP PAY FOR COLLEGE COSTS FOR THOSE ENTERING STEM FIELD SCIENCE TECHNOLOGY. THAT MIGHT BE ONE WAY IN HIS OPINION TO DRAW THE 25-YEAR-OLDS BACK INTO VERMONT. COULD THAT WORK?

>> I THINK IT COULD. I'VE BEEN AN ADVOCATE OF THE STEM FIELD. IT'S SOMETHING AGAIN WE COULD CAPITALIZE ON BUT FIRST AND FOREMOST WE HAVE TO HAVE A GOOD WORK FORCE, BUT THEN WE HAVE TO HAVE OPPORTUNITY. WE CAN EDUCATE BUT WE HAVE TO HAVE A REASON FOR THE YOUTH TO STAY IN THE STATE. THAT IS THE OPPORTUNITY FROM THE JOBS FOR THEM TO HAVE A REASON. OTHERWISE, WE EDUCATE AND THEY MOVE ON TO OTHER AREAS. THEY HAVE MORE OPPORTUNITIES.

>> ISN'T IT A MIXED MESSAGE? DECREASE THE SCHOOL SPENDING BUT INCREASE THE AMOUNT OF RESOURCES PUT TOWARDS IT?

>> I THINK WE HAVE TO BE REALISTIC ABOUT WHAT WE CAN SPEND AND WHAT WE CAN'T ON A LONG TERM BASIS. IF WE CAN GROW THE ECONOMY IN SOME WAY, WE CAN SPEND THAT MONEY. I THINK THE SPENDING ISSUES HAVE TO BE DONE LOCALLY. I KNOW WE PUT THOSE PRESSURES BY MANDATES AND OBSTACLES AND SO FORTH. THE SCHOOL BOARDS REALLY HAVE A TOUGH JOB AHEAD OF THEM. AGAIN I SYMPATHIZE BECAUSE WE SOMETIMES SIT AND PASS LAWS AND DO THINGS WE THINK ARE HELPFUL BUT THEY REALLY DO GET IN THE WAY OF WHAT THEY ARE TRYING TO DO. AGAIN, WE HAVE TO BE REALISTIC ABOUT WHAT IS THE MONEY COMING IN AND GOING OUT TO BALANCE OUR CHECKBOOK.

>> YOU MENTIONED THE ECONOMY IN THE FIRST HALF. HOW DO YOU AFFECT THE ECONOMY AFFECTING OUR ROLE?

>> A COUPLE OF THINGS WITH THE EXCHANGE, WE'RE FACING THE SAME ISSUES WITH THE ROLL OUT OF THE EXCHANGE. IT'S DIFFICULT AS BEST. MAYBE WE'VE STRUGGLED A LOT WITH THAT. I WAS ENCOURAGED WITH THE GOVERNOR HAD TAKEN THE APPROACH BACK IN THE SUMMER TO GIVE A GRACE PERIOD SO ANOTHER THREE MONTHS FOR THOSE MANDATED TO JOIN THE EXCHANGE FOR THOSE BUSINESSES WITH 50 EMPLOYEES OR LESS. I THOUGHT THAT WAS A GOOD MOVE. I HAD ASKED WE ACTUALLY ALLOW THAT TO GO THROUGH THE HOLE OF 2014 BECAUSE BUSINESSES, THEY DON'T LIKE UNCERTAINTY. THEY LIKE TO KNOW WHAT THEY ARE DEALING WITH. I STILL BELIEVE WE SHOULD ALLOW THEM TO TRANSITION INTO THIS VOLUNTARILY THROUGH 2014. WE ARE THE ONLY STATE IN THE NATION WITH MANDATED BUSINESSES TO JOIN THE EXCHANGE. I THINK THAT HAS HURT BUSINESSES IN SOME WAY. I STILL THINK THERE IS TIME FOR US TO CORRECT THAT.

>> HOW DO YOU SEE IT HURTING BUSINESS?

>> BECAUSE IT FORCED THEM SOMETHING THEY DIDN'T WANT TO DO. A LOST BUSINESSES, MYSELF INCLUDED, HAVE PLANNING EMPLOYEES LIKE. THEY WANTED TO STAY WITH THAT. THEY WANTED THE PLANS THAT WERE OFFERED ON THE EXCHANGE, IF WE WANTED TO GO AS A BUSINESS WERE ABOUT THE SAME PREMIUM, BUT THEY DIDN'T COVER AS MUCH. THE COVERAGE WASN'T AS GOOD AS WHAT WE HAD RIGHT NOW.

>> THE EXCHANGE HAD AN ERROR PRONE RELEASE. THERE ARE STILL ISSUES WITH THE ONLINE PAYMENT PORTION OF THE WEBSITE, OBVIOUSLY IT STILL DOESN'T WORK FOR SMALL BUSINESSES, DIRECT ROLE FOR CARRIERS WAS RELEASED A WEEK OR SO AGO. HARSHEST CRITICS CALL IT A DEBACLE. OPPONENTS SAY OUR EXCHANGES ARE DOING BETTER THAN ANY OTHER EXCHANGE IN THE COUNTRY, WHERE DO YOU FALL?

>> MORE TOWARDS THE DEBACLE SIDE BUT SOMEWHERE TOWARDS THE MIDDLE. EVENTUALLY IT WILL WORK AND SOMETHING WE NEED TO PAY ATTENTION TO. I THINK HAVING MORE CHOICES FOR EMPLOYEES AND INDIVIDUALS AND BUSINESSES IS IMPORTANT. I THINK THAT AGAIN, WE WILL GET THROUGH THE TECHNICAL ASPECTS BUT IT WILL TAKE TIME. THAT GIVES ME CONCERN ABOUT THE FUTURE OF WHAT IS PLANNED FOR 2017 WITH THE GOVERNOR'S SINGLE PAYER PLAN. THAT IS A HUGE CONCERN FOR BUSINESSES AND IT'S A HUGE CONCERN FOR THE AMOUNT OF MONEY WE SPENT FOR THE HEALTH CARE EXCHANGE IN THIS STATE FOR THE SMALL STATE, 620,000 PEOPLE AND MILLIONS OF DOLLARS WE SPENT. WE'RE BACK TO THE PROCESS WHERE WE'RE ALLOWING THE PROVIDERS OF THE INSURANCE COMPANIES TO SINUS UP. I'M NOT SURE WHAT WE GAINED.

>> THERE IS A FINANCING PLAN ON THE TABLE AT THIS POINT. WHAT DO YOU THINK OF THE SENATOR'S PLAN TO MAKE A PAYROLL TAX TO RAISE $1.6 BILLION AS THE 2017 COSTS FOR SINGLES PAYER?

>> I'M A SKEPTIC OF SINGLE PAYER. I'M TRYING TO BE OBJECTIVE. I LIKE TO LISTEN AND HEAR WHAT THEY HAVE TO OFFER WITHOUT CONDEMNING IMMEDIATELY. I THINK THAT IS SOMETHING IMPORTANT. YOU CAN ALWAYS LEARN SOMETHING. I HAVEN'T HEARD ANYONE DEFINE WHAT A SINGLE PAYER AND HOW MUCH IT IS GOING TO COST AND WHO IS GOING TO PAY. THE ADMINISTRATION HASN'T COME OUT WITH ANYTHING. NO OTHER LEGISLATOR HAS COME OUT OR COMMITTEE HAS COME OUT WITH ANYTHING AND IT'S NOT TOO EARLY TO HAVE THAT DISCUSSION. SENATOR GODFREY CAME OUT WITH A BILL AND I APPLAUD HIM TO BRING IT TO THE TABLE YOU CAN SAY WHETHER IT ACTUALLY OR WHAT IT COVERS. IF THAT IS WHAT SINGLE PAYER IS, I DON'T THINK WORKS.

>> 11% EMPLOYER TAX, 2% EMPLOYEE TAX.

>> THAT IS BASED ON A FIGURE THAT HAS BEEN GRABBED SOMEWHAT FROM THE MONEY WE SPEND ON HEALTH CARE COSTS IN VERMONT. THAT IS NOT AN ACTUAL FIGURE. IT COULD BE HIGHER. IT COULD BE 15%, IT COULD BE 18%. IT DEPENDS ON WHAT WE ARE GOING TO COVER WITH THAT PLAN. MY FEELING IS, WHY DON'T WE GO AHEAD AND PICK A PLAN, TAKE A PLAN THAT IS ON THE EXCHANGE. PICK TWO OR THREE. DO THE ANALYSIS AND SEE WHAT IT IS ACTUALLY GOING TO COST US AND THEN SEE WHAT IT IS GOING TO COST IN TERMS HOW TO FINANCE IT. AGAIN, THE SENATOR IS A BELIEVER IN THE SINGLE PAYER BUT IT SEEMS FRAUGHT WITH PROBLEMS. WE HAVE TO START RAISING MONEY SOON SO YOU CAN HAVE MONEY THERE IN RESERVE TO PAY FOR SINGLE PAYER. YOU ARE GOING TO BE PAYING TWICE FROM HIS APPROACH.

>> WHEN THE GOVERNOR SAYS HE DOESN'T WANT TO DISCUSS THE FINANCING UNTIL THE 2015 SESSION, DO YOU THINK THAT DISCUSSION NEEDS TO HAPPEN NOW?

>> I THINK IT NEEDS TO HAPPEN NOW AND WE WERE TALKING ABOUT THE EXCHANGE OVER TWO YEARS AGO AND THAT IS NOT READY FOR PRIME TIME. IT STILL ISN'T READY. WE PROBABLY SHOULD HAVE TESTED THAT. MAYBE WE SHOULD HAVE ROLLED IT OUT SOONER, THREE OR FOUR YEARS AGO. MY POINT IS IT'S NOT TOO EARLY TO START TALKING ABOUT HOW WE FINANCE THIS. IT MAKES A DIFFERENCE. IF YOU ARE GOING DOWN THAT ROAD SOONER HAVING THAT DISCUSSION IS BETTER THAN LATER.

>> I THINK THERE IS A TREMENDOUS AMOUNT OF CONFUSION AND CONCERN OUT THERE ABOUT HEALTHCARE IN GENERAL AND WHAT IT IS GOING TO COST. REALISTICALLY VERMONTERS WANT TO KNOW WHERE WE ARE GOING AND WHO IS GOING TO PAY FOR IT AND HOW MUCH CAN WE AFFORD THIS. I THINK THERE ARE SOME THAT ARE BECOMING MORE SKEPTIC AS TO WHETHER THE GOVERNMENT CAN ACTUALLY DO THIS SINGLE PAYER SCHEME. WE'LL SEE WHAT HAPPENS. AGAIN, WE SHOULD BE TALKING ABOUT IT NOW.

OTHERWISE IT'S A ONE WAY ROAD. I THINK VERMONTERS DESERVE TO HAVE ANOTHER OPINION.

OUR RELATIONSHIP WITH -- WE WENT THIS WEEK TOGETHER TO TRY ATTRACT BUSINESS TO COME TO VERMONT. WE WORK HAND IN HAND TO DO WHAT IS BEST. OUR PHILOSOPHIES ARE DIFFERENT IN SOME AREAS. >> I HAVE TO DEAL WITH THAT SOMETIMES. WE HAD GOVERNOR CHRISTIE BE OUR GUEST. WE HAD 700 PEOPLE COME TO THE CHAMPAGNE EXPOSITION AND THEY HAVE ASKED DO YOU REGRET THAT AND I SAY ABSOLUTELY NOT.
