WASHINGTON -

Sen. Patrick Leahy, D-Vermont, was not in attendance at the State of the Union address this week, but it was no disrespect to President Barack Obama.

As president pro tem of the Senate, Leahy is third in succession to the presidency. And since the two in front of him-- Vice President Joe Biden and House Speaker John Boehner-- were at the Capitol, security protocol calls for Leahy to be in what they call "an operational secure location." The undisclosed site was staffed by a presidential support team and equipped with worldwide communications.

Sen. Leahy watched the speech on TV.
