Sen. Patrick Leahy is defending President Barack Obama's plans to invest cash into other countries.
The country's most-senior senator says the entire foreign aid budget is only 1 percent of the total federal budget. He says foreign investment can help export markets for companies like those in Vermont that ship their goods overseas.
And Leahy says it's cheaper to fight epidemics and crises than wars.
"I guarantee you as we go into the next generation there will be more wars fought over water than over oil and we're going to make things like what we see in Central Africa and Syria seem like child's play in comparison," said Leahy, D-Vermont.
