House advances stun gun policy bill

A bill to alter how police officers use their weapons has received preliminary approval from state representatives.

The measure would require the creation of a statewide policy for use of electronic control devices like Tasers. That policy would need to be drafted by the first of next year, and in place across Vermont by the following year. The initial proposal for such a policy came following the 2012 death of MacAdam Mason, who the medical examiner determined died from the shock of a state trooper's stun.    

"This is our fourth draft of this bill, and as it may not be perfect or satisfy everyone, your committee of Government Operations votes this bill out," said Rep. Ron Hubert (R-Milton).

"We think it's really important that this bill figure out a way that there will never be another incident like this one that left MacAdam Mason dead," said Allen Gilbert with the Vermont ACLU.

Gilbert said he preferred the first version of the bill because it set tougher use requirements. He said he'll try to convince members to tweak some parts of the measure before the House takes a final vote Wednesday.
