MONTPELIER, Vt. (AP) - The VermontHouse has passed a bill that would scrap a big tuition break given to in-stateresident graduate students at the University of Vermont.

A miscellaneous education billcontaining that change passed after the House rejected an amendment that wouldhave limited ending the tuition discount to some of the roughly 70 non-medicalgraduate programs at UVM.

Since 1959, UVM has operated under aso-called 40-percent rule, in which in-state tuition can't be more than 40percent of what is charged to students from outside Vermont.

UVM officials told lawmakers that setsup a ratio that makes it impossible for the school to price online graduatecourses competitively.

The measure now goes to the Senate.
