OPERATION IN MALTA, NEW YORK,
JUST OUTSIDE OF ALBANY.
THE GOVERNOR SAYS NEITHER
COMPANY WILL CONFIRM A DEAL IS
IN THE WORKS BECAUSE THEY CAN'T.
THEY'RE PUBLICLY TRADED, BUT
BOTH PROMISED HIM HE'D BE

HAS SOME VULNERABILITIES.

ROLLOUT OF THE HEALTH EXCHANGE
AND HOW THAT GOT TANGLED UP IN
TERMS OF THE VARIOUS I.T.
PROBLEMS THAT IT HAS, AND I
THINK MOST IMPORTANTLY, I
THINK -- AND STEVE AND I HAVE
DISCUSSED IT BEFORE, DARREN, BUT
I THINK MOST IMPORTANTLY,
THERE'S THAT FINANCIAL
UNEASINESS OUT THERE THAT I
DON'T THINK THE LEGISLATURE OR
THE GOVERNOR ADDRESSED PROPERLY,
AND I ONLY THINK -- I THINK IBM
SURROUNDING THIS WHOLE THING
SORT OF HEIGHTENS THAT, THAT
FEELING OF VULNERABILITY OR AT

OTHER 10.1% IN ORDER TO WIN AND
NOT GO TO THE LEGISLATURE.

SHUMLIN, THEY'RE BOTH VERMONT
NATIVES, ABOUT THE SAME AGE.
I THINK SCOTT MILNE'S 55 AND I
THINK GOVERNOR SHUMLIN JUST
TURNED 58, SO THEY BOTH RUN
TRAVEL AGENCIES AND SO MAYBE
THIS IS A RACE OF -- ABOUT WHICH
IS THE BEST TRAVEL AGENCY, BUT
ALL KIDDING ASIDE, THIS WILL BE
A RACE THAT'S GOING TO FOCUS ON
THE ISSUES MORE.
NOW, AS MIKE SAID, SCOTT MILNE
HAS NO RECORD.
NOW, THAT CAN BE A VERY POSITIVE
DEVELOPMENT IN THIS RACE IF HE
DOES NOT MAKE MISTAKES LIKE
SAYING, "I DON'T KNOW WHAT MY
POSITION IS ON MINIMUM WAGE."
I'M JUST MAKING THIS UP.
BUT HE CAN'T BE THAT, SHALL WE
SAY, IN A VACUUM.
HE'S GOING TO HAVE TO GIVE
VERMONTERS SOME INKLING OF WHERE
HE STANDS.
THAT IN TURN, I THINK, WILL
FOCUS, AS I SAID IN THE START,
THE GOVERNOR ON THIS RACE, AND I
THINK IT WILL RESULT IN A MUCH
BETTER DIALOGUE IN THIS ELECTION
SEASON.

THINK THAT I WAS OFF-BASE ON
THIS, BUT I ALWAYS THOUGHT THE
WORST THING FOR THE GOVERNOR WAS
NOT HAVING AN OPPONENT AND THE
REASON BEING IS THAT THE PRESS
WOULD COVER HIM.
AND IT HASN'T BEEN A GOOD MONTH
FOR THE GOVERNOR.
MINE, THE DCS SORT OF SITUATION
AND THE SCANDALS THAT -- NOT
SCANDALS, BUT THE SITUATIONS
THAT HAVE HAPPENED IN DCS HASN'T
MADE IT A GOOD MONTH FOR THE
GOVERNOR.
SO NOW THE PRESS IS FOCUSING ON
A RACE.

AND DARREN, THE MEDIA HAS BEEN
EAGER FOR A RACE.

IT IS CERTAINLY A RACE AND IF HE
GETS 40, 41%, THAT IS A

WIN.
I THINK IT'S JUST GOING TO BE A

THINK HE RECOGNIZES THAT.
AND BY THE WAY, I THINK HE'S HIT
ON THE ISSUES THAT IF I WERE
ADVISING HIM, AND I'M NOT, BUT
IF I WERE ADVISING HIM, HE'S
REALLY COME OUT OF THE GATE ON
THOSE FISCAL ISSUES AND I THINK
THAT'S IMPORTANT.

PARTY?

REPUBLICANS DID NOT RUN A
CANDIDATE FOR GOVERNOR, IT WOULD
HAVE BEEN THE FIRST TIME SINCE
1854, SINCE WHEN THE REPUBLICAN
PARTY STARTED IN VERMONT, IT DID
NOT HAVE A STANDARD-BEARER FOR
GOVERNOR.
I THINK THAT WHAT TOOK SO LONG
IS THAT WE HAVEN'T SEEN PEOPLE
IN, FRANKLY, BOTH SIDES WHO ARE
WILLING TO STAND UP AND RUN IN
THESE BIG RACES.
IT'S A VERY DIFFERENT CLIMATE IN
VERMONT NOW WHERE THE MEDIA IS
AROUND THE CLOCK, EVERY MOMENT,
AND THE POWER OF SOCIAL MEDIA,
IT'S A DIFFERENT KETTLE OF FISH
TO RUN AS A STATEWIDE CANDIDATE
IN MY JUDGMENT.

KNOW -- HARDENED IN ORDER TO DO
THIS BECAUSE YOU GET SO MANY
NEGATIVE COMMENTS.
YOU KNOW, JUST BECAUSE OF THE
POSITION YOU'RE SEEKING, AND
IT'S NOT AN EASY THING.
I MEAN, I DON'T CARE WHO YOU
ARE, YOU DON'T LIKE TO GET
CRITICIZED AROUND THE CLOCK.
AND I THINK, YOU KNOW, MOST
PEOPLE SAY I DON'T NEED THAT,
AND I THINK IT'S SOMETHING THAT
WE'VE GOT TO LOOK OUT, YOU KNOW,
IN OUR WHOLE POLITICAL SYSTEM
ARE WHAT ARE WE DOING TO THESE
PEOPLE?

DON'T THINK THEY'RE RUNNING A
FULL SLATE, BUT THAT'S
NOT UNUSUAL.
THAT HAS HAPPENED BEFORE AND
THESE THINGS GO IN CYCLES.
SOME YEARS THAT JIM DOUGLAS RAN,
I MEAN, YOU HAD A REPUBLICAN
GOVERNOR, A REPUBLICAN
LIEUTENANT GOVERNOR, YOU HAD A
DEMOCRATIC AND -- A DEMOCRATIC
TREASURER, A DEMOCRATIC
SECRETARY OF STATE AND THEN YOU
HAD A REPUBLICAN AUDITOR OF
ACCOUNTS.
SO IT DOES RUN IN --


>> JUST FROM HISTORICAL
PERSPECTIVE, THOUGH, FOR OUR
VIEWERS, 1968, THE REPUBLICAN
PARTY HAD A TOP-TO-BOTTOM
TICKET.
THE TEAM FOR THE TIMES WAS HOW
THE RACES WERE RUN THEN.
AND THAT'S NOT THE CASE ANYMORE.
BUT I WOULD OBSERVE, MIKE, THAT
I THINK SCOTT MILNE AND PHIL
SCOTT HAVE HAD A LONG HISTORY
TOGETHER, GROWING UP IN THE
BARRE AREA, AND I THINK IF THEY
MESH WELL -- AND WE'LL HAVE TO
SEE -- THEY COULD BE AN
EFFECTIVE TEAM THAT MIGHT BE A
CONTRAST TO GOVERNOR SHUMLIN AND
DEAN CAUGHRAN WHO WILL RUN AS A
PROG IN THE RACE.
LET'S MENTION THE LIEUTENANT
GOVERNOR'S RACE.
THE DEMOCRAT IS OUT OF THIS
RACE, SETTING UP A TWO-WAY RACE
BETWEEN THE LIEUTENANT GOVERNOR,
REPUBLICAN PHIL SCOTT.
WHAT DO YOU MEAN THIS MEANS,
JUST A TWO-WAY RACE NOW?

PHIL SCOTT BUSY, IS ON OCCUPIED
ON HIS RACE, AND NOT DO WHAT I

HAVE A THREE-WAY RACE.
IT WOULD HAVE JUST MADE HIS
RE-ELECTION MUCH EASIER.

GOVERNOR'S STAFF BREATHED A SIGH

LAST NIGHT OR EARLY THIS MORNING
THAT CHAP SMITH WOULD INDEED RUN
AGAIN, BECAUSE IT IS PRETTY
CLEAR TO ME THAT HE IS AN
ESSENTIAL COG IN WHAT HAPPENS TO
THE GOVERNOR'S PROGRAM,
HEALTHCARE, SCHOOL
CONSOLIDATION, OR EVEN TAX
POLICY.
HE NEEDED THAT EXPERIENCED HAND.
I THINK IT MEANS THAT THE
DEMOCRATS IN THE LEGISLATURE
WILL NOT HAVE AS MUCH IMMEDIATE
ORGANIZATIONAL, SHALL WE SAY,
DISRUPTION THAT WOULD HAVE
HAPPENED, AND THAT'S -- THAT IS
A GOOD SIGN.
I ALSO BELIEVE THAT IF THE
REPUBLICANS HAD NOT RUN A, A
MAINSTREAM CANDIDATE LIKE SCOTT
MILNE, THAT THE ANNOUNCED
STRATEGY OF THE REPUBLICAN STATE
CHAIR, DAVID SUNDERLIN, THAT WE
WERE JUST GOING TO CONCENTRATE
TO LEGISLATIVE RACES, WAS A
TOTAL DISASTER WAITING TO
HAPPEN.
I THINK YOU NEED THE -- A
TOP-TIER CANDIDATE TO HELP BRING
ALONG SOME OF THESE LEGISLATIVE
RACES.

THEY'LL TRY TO, TO GAIN IN THOSE
PLACES.
AND, YOU KNOW, EIGHT TO 12 HOUSE
SEATS, YOU KNOW, THREE OR FOUR
SENATE SEATS, NOW, THAT WOULD BE
A VERY POSITIVE GAIN FOR THEM.
I ALSO BELIEVE -- AND I MAY BE
OFF ON THIS -- I THINK IT'S
STARTING TO BECOME AN
ANTI-INCUMBENT YEAR.

MASSIVE SCHOOL CONSOLIDATION AND

OVER THE FINANCIAL ENVIRONMENT
IN THE STATE, I HEAR THAT FROM
MY DEMOCRATIC FRIENDS AS MUCH AS
I DO MY REPUBLICAN FRIENDS.

VERMONT.
AND BY THE WAY, JOBS ARE ANOTHER
BIG ISSUE, AND AS I SAID BEFORE,
IBM SORT OF LURKS OUT THERE AS
AN ISSUE THAT I THINK IS GOING
TO HAVE A -- ESPECIALLY IN
CHITTENDEN COUNTY, IS GOING TO
HAVE AN IMPACT ON WHERE WE'RE
HEADED IN THE STATE AND DEMAND
FROM THE PUBLIC OF WHAT THEY'RE
GOING TO EXPECT FROM THEIR
CANDIDATES IN TERMS OF WHAT
THEY'RE HEARING IN TERMS OF
CONSENTCENTRATEING ON THE ECONOMIC
DEVELOPMENT ISSUES.
