Shumlin comments on DCF changes

BURLINGTON, Vt. - The Department for Children and Families replaced the head of its Rutland Office with an experienced manager.

It is just one of several changes Agency of Human Services Secretary Doug Racine announced late Friday. The moves come after state police released their investigation into the handling of the Dezirae Sheldon case. The toddler died this winter. Her stepfather is charged and the Rutland DCF office had her case.

Gov. Peter , D-Vermont, said on Monday that part of his job is to make sure DCF employees are working to make sure they are doing everything they can to keep kids safe. He told reporters he supports DCF Commissioner Dave Yacovone's suggestion to loosen privacy rules enough to allow for better transparency.

"It's incredibly difficult to have these heart wrenching heartbreaking circumstances develop and then have my team, where they by law, cannot say a word or comment because of confidentiality. We obviously have to protect the interest of the child and the confidentiality of the family, but there also must be some areas where we could be a little more forthcoming that would help keep our kids safer," said Shumlin.

Some of the other changes DCF is making are bringing in outside organizations to review its procedures and hiring six substance abuse counselors to help with clients struggling with addiction issues. The review of the Peighton Geraw case is ongoing. The Winooski toddler died this spring one hour after a DCF worker left his home.
