RUTLAND, Vt. - Police have cited two Rutland parents for cruelty to a child.

Rutland Police tell us the father of a toddler found wandering the streets Sunday admitted to drinking alcohol and losing track of his son.

Officials say they spotted the father walking around appearing like he was looking for someone earlier in the day, but when questioned, he did not mention that it was a child.

Neighbors found the child and notified police. By that time, the boy had been wandering around for about three hours, wearing only a diaper and a baseball cap.

The child has been taken into DCF custody.
