Federal authorities say too many people were aboard an Adirondack tour boat when it capsized killing 20 elderly tourists.
The Ethan Allen was carrying nearly 47 passengers and a crew member on Lake George last fall, when a wake from another boat caused it to tip over.
Under state guidelines, the vessel was certified to carry a maximum of 50 people.
But that figure was based on a decades-old rule calculating an average passenger's weight at 140 pounds. Today, the average American weighs more than 175 pounds.
No criminal charges were ever filed, but several civil lawsuits are pending.
