Handverger Files Suit Against Winooski

Former Winooski City manager Joshua Handverger is suing the city.

It's been about a month since Handverger was fired-- after just one year on the job. That year was filled with controversy and allegations of inappropriate conduct and poor leadership. The lawsuit -- filed Tuesday in Chittenden Superior Court-- says the city did not follow procedural rules regarding the timing of Handverger's final hearing. Also, Handverger says he was discriminated against because the city held his public hearing held on the Jewish holiday Rosh Hashana, which he celebrates.

"Their view is that he was an at will employee and that they didn't need to do that. Our view-- and we briefed extensively-- it really doesn't matter if he was at will. We don't believe that he was at will, but even if he was, it doesn't matter. He's still entitled to have the city follow the procedures that are laid out in the charter," said John Franco, Handverger's lawyer.

Handverger is seeking compensatory and punitive damages against city attorney Bill O'Brien. He's also asking for his job back.
