CHAMPLAIN, N.Y. (AP) A legal case being heard in Toronto this week could put an end to a ritual that has played out tens of thousands of times over the last three years in a once-sleepy farming neighborhood in upstate New York.
The spot at the Canadian border is an unlikely destination for people from across the world who are taking an advantage of an agreement that mirrors a policy that the Trump administration is using at the U.S.-Mexico border as an immigration enforcement tool.
