A senior complex in New York's North Country is under quarantine by the Clinton County Health Department after five residents tested positive.

Sixty-nine residents live at the Russell H. Barnard Apartments in Plattsburgh. Plattsburgh Mayor Colin Read says the outbreak at the Plattsburgh Housing Authority facility is the first instance of its kind in the area.

Read says he has faith in the health experts in Clinton County and that they are working on protocols to identify risks for each facility with elderly residents.

Congresswoman Elise Stefanik, R-New York, says more needs to be done to protect the people living at senior centers. "I believe that frontline medical and support staff at all senior facilities across the North Country must have priority access to testing and PPE in order to continue in the workplace," she said in a statement.

She also says all senior facilities and nursing homes should immediately strengthen mandatory staff protocols like temperature checks before allowed into facilities.
