The state says the man at the center of four Vermont senior residential homes is not cooperating with their receivership.

Andrew White was questioned again Tuesday about permanent receivership of the facilities.

The state says White refused to give proper access to programs used for residents' data and employee payroll information. A judge granted the state temporary receivership last month after complaints of food insecurity, unpaid bills and rent checks not being cashed.

White is fighting to keep ownership of the Pillsbury.

The hearing is expected to end Wednesday.
