Children are bearing many of the scars of Vermont's opiate crisis.
One of the major direct impacts of the crisis is the dramatic increase in very young children placed in foster care. Many of those kids are later adopted by their foster parents. Part of that process requires terminating the parental rights of birth parents.
Celine McArthur spoke with Seven Days' Kate O'Neill who wrote about the challenges in this week's issue.
